On May 22, 2020, President Gurbanguly Berdimuhamedov held a regular meeting of the Cabinet of Ministers through a video communication system, at which relevant issues of state policy were discussed, the State News Agency of Turkmenistan reports.

Leaving the Oguzhan Palace Complex, the President cycled to the Cabinet of Ministers, the venue of the Government meeting.

Opening the Government meeting, the head of state heard a video report of the Deputy Chairman of the Cabinet of Ministers G. Mushshikov on the fulfillment of the order to regulate the currency funds of legal entities exporting.

As reported, based on the results of the work, a draft Resolution on the issues of the reserve currency fund was prepared. In accordance with the document, the Fund’s resources are planned to be concentrated in the Central Bank and transferred to it in foreign currency of the ministries, sectoral departments, their accountable enterprises, institutions, all legal entities with state participation.

Having approved and signed the resolution on the issues of the reserve currency fund, the head of Turkmenistan sent him the deputy prime minister for electronic document management, instructing him to focus on the rigorous implementation of the tasks. Then the Deputy Prime Minister reported on practical steps taken to improve licensing. In particular, it was reported that in accordance with the new version of the Law of Turkmenistan “On Licensing Certain Types of Activities”, the list of authorized bodies, types of work and the size of state duties were revised.

Emphasizing the need for proper monitoring of compliance with the relevant licensing requirements, the head of Turkmenistan Gurbanguly Berdimuhamedov ordered to continue work in this direction and addressed the Deputy Prime Minister specific instructions.

The Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev reported on ongoing seasonal agricultural work in the provinces and preparations for grain harvesting. 

After hearing the report, the President noted the importance of the agro-industrial complex for the national economy, the creation of food abundance in the country. n this context, it is necessary to ensure the optimal pace of the approaching grain harvest, to completely remove all the grown crops, effectively using modern technology.

The Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on the work carried out and the implementation of instructions to modernize the communications sector, including the activities of the postal company «Türkmenpoçta», to expand the list of its services.

According to the Deputy Prime Minister, the experts of the Türkmenaragatnaşyk agency in accordance with the Law of Turkmenistan “On Communications” conducted an analysis and examined the possibilities of the range of services provided and prepared relevant proposals.

Summing up the report, the President noted that Turkmenistan, having embarked on the diversification and digitalization of the economy, relies on advanced scientific and technological achievements. A large role in this is given to the «Türkmenpoçta» postal company of the «Türkmenaragatnaşyk» agency.

The Deputy Chairman of the Cabinet of Ministers, Ch. Gylydzhov, reported on the state of affairs in the supervised departments, as well as on the preparations for the upcoming Turkmen Carpet Festival.

According to the program of events, on May 31, an exhibition-fair dedicated to the achievements of the carpet and textile industries, as well as the sphere of trade, will be organized in the building of the Chamber of Commerce and Industry.

Having listened to the report, the President noted the importance of the professional carpet-makers' holiday, celebrated in the country annually, on the last Sunday of May, and which became a tribute to the painstaking work and great talent of Turkmen craftswomen.

The Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on preparations for the International Children's Day.

The draft resolution “On Approving the Program for Improving the Activities of Preschool Institutions in the Field of Early Development and Improving the Preparation of the Child for School in Turkmenistan for 2020-2025” was submitted to the head of state.

Having approved and signed the corresponding document, President Gurbanguly Berdimuhamedov sent it to the Deputy Prime Minister for the electronic document management system, giving instructions on the implementation of the tasks outlined in it.

In continuation of the meeting, a report was heard on a direct video link by the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov.

It was reported that during the 74th session of the UN General Assembly, as its official document, information was circulated on measures taken by the Government of Turkmenistan in the field of public health and combating the coronavirus pandemic COVID-19, as set out in a letter from the President of the country to the General Director of the World Health Organization Tedros Gebreyesus.

Further, the Deputy Chairman of the Cabinet of Ministers, the Minister of Foreign Affairs reported on preparations for the next meeting of the Council of Heads of Government of the Commonwealth of Independent States.

According to the President’s order, the participation of the delegation of Turkmenistan in the next meeting of the Council of the Heads of Government of the CIS, which will take place via direct video link on May 29 this year, is provided for

As part of the report, it was reported that a draft Action Plan was being prepared in connection with the announcement, at the initiative of the Turkmen leader of 2021, in the CIS as the Year of Architecture and Urban Planning.

The head of state instructed the deputy prime minister, the head of the Foreign Ministry, to ensure a high organizational level of preparation for the participation of our delegation in the upcoming meeting of the Council of Heads of Government of the Commonwealth of Independent States.

Then the Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch.Amanov reported on the activities of the accountable structures, the progress of the military reform, the fulfillment of instructions given by the Supreme Commander-in-Chief of the Armed Forces of the country.

Having listened to the report, President Gurbanguly Berdimuhamedov emphasized that Turkmenistan, which is invariably committed to neutral status and implementing a defensive Military Doctrine, will continue to take care of strengthening its defense ability as a guarantor of peace and security of the country, a prosperous life of the people.

Then, President Gurbanguly Berdimuhamedov, addressing the participants in the meeting, focused on the priority areas of the forthcoming work.

Speaking about the importance of taking comprehensive steps to maintain economic growth in Turkmenistan, the President ordered to improve mechanisms that stimulate the diversification of industries, increase the list of competitive domestic products and their exports. Stressing that in modern conditions special attention is paid to the sustainable development of the transport sector, the head of state instructed to expand the capabilities of the logistics system.

In a number of key areas for the near future, compliance with quality requirements and deadlines for the completion of construction of objects that are planned to be put into operation on the occasion of the 25th anniversary of the country's neutrality was determined. At the same time, it was entrusted to ensure the proper level of all events scheduled in honor of this significant date.

Touching upon the preparations for the upcoming holidays of national and international importance, President Gurbanguly Berdimuhamedov ordered to organize them properly.

On continuation of the meeting, the Turkmen leader noted that on Sunday, May 24, Oraza Bayramy will be widely celebrated. Congratulating the meeting participants and all Turkmen citizens on the upcoming holiday, the President of Turkmenistan addressed everyone wishes for good health and a prosperous life.

Then, addressing the members of the Cabinet of Ministers, the head of state emphasized that on May 25, the Day of Ashgabat will be solemnly celebrated, which is a significant event for residents of the capital.

Concluding the meeting of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished its participants good health, family well-being and success in their work. Then, having left the building of the Cabinet of Ministers, the head of state rode a bicycle to the Oguzhan Palace complex.
