Online seminar for members of Port Control Groups of the State Customs Service of Turkmenistan

On May 26-28, 2020 National Seminar on Strategic Trade and Export Control in the format of video conferencing was held in the building of State Customs Service of Turkmenistan (SCST) under the United Nations Office on Drugs and Crime (UNODC) -World Customs Organization (WCO) Global Container Control Programme (CCP). The seminar was organized jointly with, Regional Office for Central Asia.

The purpose of the training is to raise the awareness, strengthen the knowledge and skills of the officers from SCST members in strategic trade and export control as well as use of modern Customs control techniques.

The State Customs Service of Turkmenistan, like the customs services of other countries, implements a wide range of issues of state policy, including issues of export control.

Export control or trade in strategic goods is a set of measures that ensure the implementation of a permit (license) procedure for conducting foreign economic operations in relation to certain goods and technologies.

The Law on Foreign Economic Activity of Turkmenistan regulates rules regarding export control in Turkmenistan. According to the law, the main goal of export control is to protect the interests of the state in relation to the export/import of military equipment, weapons, dual-use goods and technologies. Export control is also aimed at creating conditions for compliance with Turkmenistan’s international obligations in this area. The list of objects of foreign economic activity falling under export control, as well as the procedure for their export or transit, are established by the Cabinet of Ministers of Turkmenistan.
