Yesterday, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system, having reviewed the results of work of the sectors of national economy for four months of the current year, and considered a number of issues related to ensuring the well-being of the people of the country.

Turning to the agenda, the head of state gave the floor to the chairwoman of the Mejlis Milli Gengesh G. Mammedova, who informed about the activities to improve national legislation since the beginning of this year.

For four months, 16 laws of Turkmenistan and 12 resolutions of the Mejlis were adopted.

In order to develop international and inter-parliamentary relations, 6 meetings were held, including 2 via the digital system. Deputies of the Mejlis took part in 42 meetings with international organizations on improving the legislative process and ensuring the implementation of state programs; 34 of them were organized digitally.

Then, President Serdar Berdimuhamedov, addressing the members of the Cabinet of Ministers, noted that, as is known, our Hero Arkadag carries out large-scale social activities, heads the Charitable Foundation, participates in the preparation and adoption of various laws, makes working trips to the velayats and around the city of Ashgabat. In this regard, the Chairman of the Halk Maslakhaty Milli Gengesh instructed his deputy K. Babayev to participate in the meetings of the Government and various meetings.

Then, Deputy Chairman of the Halk Maslakhaty Milli Gengesh K. Babayev reported on the comprehensive work carried out in January-April to improve the country's legal framework in order to progressively develop all sectors of its national economic complex.

On the basis of the Decree of the Halk Maslakhaty Milli Gengesh of Turkmenistan, an expert legal group has been formed, which is currently preparing proposals for the modernization of the current legislation.

At the fifth session of the Halk Maslakhaty of the first convocation, the laws previously adopted by the Mejlis Milli Gengesh were discussed and approved.

Members of the Halk Maslakhaty participate in international forums, events, video conferences at various levels. Solemn events are held dedicated to the 30th anniversary of the Basic Law of Turkmenistan, as well as the Day of the Constitution and the State Flag.

The head of state stressed the importance of careful study of the adopted legislative documents, taking into account the demands of the time, national experience in this area and international law enforcement practice.

Further, Deputy Chairman of the Cabinet of Ministers M. Mukhammedov reported on macroeconomic indicators for January-April 2022.

According to the results of four months of this year, the volume of retail trade turnover in comparison with the same period in 2021 is 10.5 percent more. As a result of the foreign economic strategy being implemented, based on the principles of mutual benefit and broad international cooperation, the volume of foreign trade turnover increased by 42.5 percent compared to the corresponding period last year due to an increase in exports and imports.

Execution of the revenue part of the State budget for January-April amounted to 104.7 percent, expenditure - 98 percent. Respectively, 79.7 percent of the State budget funds were allocated to finance the social sphere.

For large and medium-sized enterprises, the average monthly salary increased by 10.4 percent compared to the same period last year. Wages, pensions, state benefits and student scholarships have been financed in a timely manner.

The volume of assimilated investments from all sources of financing amounted to 6.2 billion manats.

In January-April of the current year, as part of the implementation of the new edition of the National Rural Program across the country, construction of social facilities, housing, water treatment facilities, and engineering systems was carried out.

As part of the report, the Deputy Prime Minister submitted a draft Order on the participation of Turkmenistan in increasing the total capital of the Islamic Development Bank for consideration by the President of the country.

Summing up the report, President Serdar Berdimuhamedov noted that the economic indicators for four months testify to the stable development of our state. Having identified among the most important tasks of the sphere supervised by the Deputy Prime Minister control over the implementation of adopted state programs, preparation of proposals for attracting investments, the head of Turkmenistan ordered to develop measures to improve the activities of ministries and sectoral departments.

Then Deputy Chairman of the Cabinet of Ministers Sh. Abdrakhmanov reported on the results of the work of the supervised industries for four months of the current year.

Information was provided on the technical and economic indicators achieved in the field of oil and gas condensate production. In particular, the plan for oil production by the State Concern “Turkmennebit” was fulfilled at the level of 100.6 percent.

The Deputy Prime Minister reported that in the period under review, the plan for oil refining was fulfilled by 111.4 percent, for the production of gasoline - by 120.6 percent, diesel fuel - by 115.8 percent, polypropylene - by 118.6 percent, lubricants oils - by 107 percent, liquefied gas - by 106.7 percent, for the extraction of natural and associated gas - by 111.1 percent, the export of “blue fuel” - at the level of 121.9 percent.

The President of Turkmenistan noted the need to pay attention to building up capacities for the production of fuel oil, liquefied gas, polypropylene and plastic pipes.

Having given specific instructions to the Deputy Prime Minister in this regard, the head of state ordered to accelerate the development of oil and gas fields in the Caspian Sea at the expense of investment funds, as well as the construction of the TAPI transnational gas pipeline, and to carry out fruitful work on other international projects for the export of natural gas.

The Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on the results of the activities of the supervised sectors for January-April of the current year.

In general, in the agro-industrial complex, the growth rate of production volumes, works and services performed in comparison with the same period last year amounted to 112.5 percent, including 113.2 percent in the Ministry of Agriculture and Environmental Protection, the State Committee for Water farms - 104.8 percent, the State Association “Turkmen atlary” - 105 percent.

The vice-premier also reported on the indicators for the production of food products in the country. In particular, it was reported that the implementation of the plan for the production of vegetables amounted to 138.1 percent, fruit and berry products - 101.7 percent, bread and bakery products - 105.1 percent, meat products - 101.4 percent, milk and dairy products - 100.8 percent. As regards the development of investments, the plan was fulfilled by 176.9 percent.

The Deputy Prime Minister also submitted a draft Resolution on the purchase of sugar beet seeds and chemicals for agricultural crops for consideration by the head of state.

Having signed the presented Decree and sent it to the Deputy Prime Minister via the digital system, the President of Turkmenistan instructed to ensure proper implementation of this document.

Deputy Chairman of the Cabinet of Ministers Ch. Purchekov reported on the results of the activities of the subordinate construction, industrial and energy complexes, the State Concern “Türkmenhimiýa” and the city administration for four months of the year.

During the reporting period, the plan for the production and implementation of work in the construction and industrial sector was fulfilled by 151.4 percent.

According to the Ministry of Construction and Architecture for January-April of the current year, the plan for the work carried out was fulfilled by 112.6 percent.

The Ministry of Industry and Construction Production has fulfilled the plan for production and implementation of work by 170 percent.

Since the beginning of the year, the Ministry of Energy's plan for production of goods and work carried out has been fulfilled by 133.6 percent.

The State Concern “Türkmenhimiýa” ensured the implementation of the plan for production of goods and the provision of services at the level of 171.6 percent.

According to the hyakimlik of the city of Ashgabat, the implementation of the plan for the work performed and services provided in the reporting period amounted to 119.3 percent.

A draft resolution on the construction of an isobutane production unit at the polymer plant in Kiyanly was also submitted to the head of state for consideration.

The head of state demanded that work be carried out properly to attract investment in the construction and industrial sectors.

In addition, the Deputy Chairman of the Cabinet of Ministers was instructed to speed up the construction of the administrative center of the Ahal velayat, continue work on creating an energy ring within the country, as well as on laying a power line Turkmenistan-Afghanistan-Pakistan.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the results of the work of the supervised ministries and departments for four months of the year.

In January-April, the growth rate of trade turnover at the Ministry of Trade and Foreign Economic Relations, compared to the same period last year, amounted to 110.1 percent, production - 105.8 percent.

The enterprises of the Ministry of Textile Industry compared with the same period last year, the volume of output, including cotton yarn and fabrics, is equal to 133.1 and 125.9 percent, respectively, garments and knitwear - 119.5 percent, and leather - 109.3 percent.

Since the beginning of this year, the implementation of the plan for the production of carpet products at the enterprises of the State Association “Türkmenhaly” amounted to 117.5 percent.

During the reporting period, the State Commodity and Raw Materials Exchange held 99 trading sessions, at which 11,822 contracts were registered.

The growth rate for works carried out by the Chamber of Commerce and Industry for January-April amounted to 104.1 percent.

According to the Union of Industrialists and Entrepreneurs, the growth in agricultural and food production for four months reached 166.5 percent, industrial - 107.5 percent.

After listening to the report, President Serdar Berdimuhamedov stated that over the past four months, despite earlier instructions, the volume of some imported food products has increased. Among them are potatoes, onions, garlic, fruits, flour, butter and other foodstuffs.

For improper performance of official duties, failure to ensure the fulfillment of these instructions to reduce the volume of goods imported from foreign countries, weakening control over the activities of subordinate institutions in the trade sector, allowing corruption in this area, failure to prevent illegal acts in the sale of food products such as vegetable oil to the population, the President Turkmenistan issued a severe reprimand to Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov with a final warning to correct the shortcomings as soon as possible.

Then, Deputy Chairman of the Cabinet of Ministers M. Mammedova reported on the activities of the spheres under her supervision in January-April.

In celebration of the motto of 2022, solemn conferences, round tables, creative meetings and exhibitions were organized in the city of Ashgabat and the velayats.

Within the framework of cooperation with foreign partners, various events were held on the digital system. Turkmen specialists took part in a number of international online seminars and conferences, webinars and exhibitions.

Propaganda and explanatory work on the prevention of seasonal infectious diseases continued among the population.

Information about the achievements of our state, the reforms carried out in the Fatherland, the socio-cultural facilities put into operation were widely covered on the pages of the press, television and radio channels and Internet sites.

Emphasizing the need to strengthen control over maintaining the objects of the cultural system in an appropriate state, the head of state reprimanded Deputy Prime Minister M. Mammedova for improper performance of official duties, shortcomings in work, noting that he intends to return to the issues of the activities of the sphere she supervises when summarizing the half-year results.

Deputy Chairman of the Cabinet of Ministers S. Toyliyev reported on the work carried out in the fields of education, science, health and sports for four months of this year.

Gold, silver and bronze medals won by schoolchildren and students of Turkmenistan at the international Internet and subject Olympiads are evidence of the successful implementation of state policy in this area.

In the era of Revival of the new epoch of powerful state, in order to introduce scientific achievements into the national economy, train highly qualified specialists and scientists, graduate students, doctoral students were accepted, applicants for a scientific degree were registered.

In the medical and preventive institutions of the country, work continued in various areas of medicine. The construction of an enterprise for the processing of licorice root and the production of glycyrrhizic acid was launched, and the National Program for the transformation of Turkmenistan into a tobacco-free country for 2022-2025 was approved. A multidisciplinary hospital for 400 beds was put into operation in the city of Turkmenbashi, Balkan velayat.

During the reporting period, the preparation of athletes for major international tournaments also continued. The program for the preparation of the national teams of Turkmenistan for the XXXIII Summer Olympic and XVII Summer Paralympic Games, which will be held in the city of Paris (French Republic), has been approved, and relevant work has been carried out in this direction.

After listening to the report, President Serdar Berdimuhamedov stressed the need to focus on the preparation of new curricula and plans for the most popular areas.

The vice-premier was also instructed to keep the development of sports in his field of vision. Stimulation of the mass sports and health movement, holding various sporting events is a strategic component of the domestic policy of Turkmenistan. This is especially important for development of the younger generation.

In this regard, President Serdar Berdimuhamedov instructed the participants to analyze the Law “On Youth Policy” and make proposals for its renewal.

In continuation of the report, the Deputy Prime Minister reported on the implementation of the instructions given by the head of state at a meeting of the Cabinet of Ministers held on a digital system on April 29 this year.

The reports of the World Health Organization and media news about the weakening of the situation caused by the pandemic in the world were carefully studied, as a result of which a significant part of the states is gradually easing preventive measures.

On this basis, specialists of the State Sanitary and Epidemiological Service of the Ministry of Health and Medical Industry propose to hold meetings of the Extraordinary Commission of Turkmenistan for Combating the Spread of Diseases once a week and cancel the mandatory wearing of masks from June 1, except for all types of transport and enclosed spaces.

Also, given the wide coverage of vaccination against COVID-19 in the world, it is proposed to resume flights with the UAE and Frankfurt (Germany) once a week, as it was before the pandemic period.

Along with this, it is proposed to start the work of the Avaza National Tourist Zone in the summer season from May 15.

Having approved the submitted proposals, the head of state stressed the importance of continuing work in this direction, taking all preventive measures to ensure the health and well-being of people.

For the reporting period, for this complex, the growth rate for the work performed and the provision of services was 113.1 percent.

The plan in the field of cargo transportation by road, rail, air, sea and river transport was fulfilled by 115 percent, and by 107.1 percent in terms of cargo turnover.

The growth rate for provision of services in January-April for “Türkmendemirýollary” Agency amounted to 116.2 percent, “Türkmenawtoulaglary” Agency – by137.8 percent, “Türkmenhowaýollary” Agency – by103.7 percent, “Türkmendeňizderýayollary” Agency – by107 percent, Türkmen-aragatnaşyk agency – by 108 percent.

After listening to the report, President Serdar Berdimuhamedov stressed that in connection with the restrictions imposed around the world as part of measures to combat the spread of coronavirus infection, the activities of certain sectors of the transport system should be improved, and gave relevant instructions in this regard.

Then Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov made a report on the results of the activities of the Ministry of Foreign Affairs for January-April of this year.

During the period under review, in order to practically implement the foreign policy strategy of independent neutral Turkmenistan, to fulfill the tasks set, relevant work was carried out to develop constructive cooperation in a bilateral and multilateral format, through authoritative international and regional organizations.

At the same time, special importance is attached to visits and meetings at the highest level.

During the indicated period, telephone conversations of the President of Turkmenistan with the leaders of a number of countries took place.

At the beginning of last month, the President of the Republic of India paid a state visit to Turkmenistan.

Along with this, it was noted that in April a working visit to Turkmenistan of the President of the Republic of Tatarstan of the Russian Federation took place.

Currently, work is underway to prepare for important international events.

391 meetings of various nature took place online. Turkmenistan also held 78 official negotiations and meetings with foreign partners. In order to strengthen the legal base of international relations of the neutral Motherland, 20 documents have been signed since the beginning of the year.

During the year, bilateral meetings and consultations were held through the Ministry of Foreign Affairs. The delegations of Turkmenistan also took part in a number of multilateral meetings.

In the context of the steps being taken to build up the foreign economic relations of our country, systematic work is being carried out within the framework of joint Intergovernmental Commissions and other relevant structures. In January-April, a number of bilateral meetings were organized in this direction.

Summing up the report, President Serdar Berdimuhamedov focused on the upcoming numerous international events and fora that need to be held at a high organizational level. In this regard, the head of state instructed the vice-premier, head of the Foreign Ministry to prepare relevant proposals.

Then, addressing the meeting participants, President Serdar Berdimuhamedov noted that the results of the work done over the past four months indicate that our independent state continues its progressive development in accordance with the adopted programs.

During the period under review, the GDP growth rate remained at the level of 6.2 percent. Numerous industrial and social facilities have been built and are being built in all corners of the country. As part of the diversification of the economy, state programs for the production of import-substituting products and an increase in the output of export goods are being successfully implemented. Work continues on digitalization and industrialization of the country, the head of Turkmenistan said.

Further steps are also being taken to reform the systems of science and education. Production facilities are being modernized, a market economy is being formed. The construction of power transmission and communication lines Turkmenistan-Afghanistan-Pakistan and the transnational gas pipeline Turkmenistan-Afghanistan-Pakistan-India continues, and other international projects are being prepared.

A strategy is being implemented to stimulate the private sector, to widely involve entrepreneurs in the implementation of economic reforms, President Serdar Berdimuhamedov emphasized.

As the head of state noted further, a big holiday is approaching - Victory Day in the Great Patriotic War.

On May 9th, public organizations will take part in laying flowers at the Halk hakydasy memorial complex in commemoration of our compatriots who did not return from the war.

In this context, President Serdar Berdimuhamedov stressed that these events are of great political importance in the life of the Motherland and therefore must be held at a high level.

Then, addressing the participants of the meeting, the head of state stated that a number of legislative acts on the introduction of a digital system have been adopted in Turkmenistan, and appropriate structures have been created. In this regard, President Serdar Berdimuhamedov instructed the members of the Government to prepare reports on the progress of digitalization in the supervised industries and in the country as a whole by the next meeting of the Cabinet of Ministers.

Further, the head of state focused on the fact that summer school holidays will begin in the near future, as well as the vacation season for workers. In order to ensure a good rest for the people of Turkmenistan, President Serdar Berdimuhamedov addressed all responsible persons with an order to bring hotels, health and recreation centers in the Avaza National Tourist Zone, other sanatoriums, places of summer recreation for children in Ashgabat and all velayats into proper condition.

At the same time, the head of state stressed that, of course, arrival and stay in Avaza and other health resorts should be organized in accordance with the recommendations of the Emergency Commission of Turkmenistan to Combat the Spread of Diseases.

Addressing the Director General of the Agency for Transport and Communications under the Cabinet of Ministers M. Chakiyev, President Serdar Berdimuhamedov pointed out the need to open air traffic within the country from May 25th, organize regular air flights from all velayat centers to the city of Turkmenbashi, giving specific instructions in this regard.

Concluding the regular meeting of the Cabinet of Ministers on the digital system, the head of Turkmenistan wished its participants good health, family well-being and great success in their work for the sake of the further prosperity of the sovereign Motherland.
