Yesterday, President Serdar Berdimuhamedov held an enlarged joint meeting of the Cabinet of Ministers and State Security Council, which summed up the outcome of work of branches of national economy for five months of the current year, considered drafts of a number of documents and discussed some other issues. Khyakims of regions and Ashgabat city also participated in the meeting.

Turning to the agenda of the meeting, the head of the state gave the floor to Chairwoman of the Mejlis of the Milli Gengesh G.Mammedova, who informed on the activity for further improvement of the national legislative and legal basis for five months of the current year.

At its past two sessions, the Mejlis adopted 23 laws of Turkmenistan and 15 resolutions.

In accordance with priority areas of the state policy of the fatherland, at present, the work on improvement of current legal documents in force regulating activities of various spheres and sectors continues.

With a view of development of international and inter-parliamentary relations, it held a number of meetings. Deputies of the Mejlis took part in meetings with representatives of international organizations on issues of modernization of legislative process and ensuring of realization state programs.

As was noted, at the initiative of Hero Arkadag and with assistance of the President of Turkmenistan, Ashgabat hosted the Inter-Parliamentary Forum and the Dialogue of Women of Central Asian States and Russian Federation.

Further, Deputy Chairman of the Khalk Maslakhaty of the Milli Gengesh K.Babaev informed on the complex planned work on modernization of the legal system of the country for the January-May period.

Working groups established in the Khalk Maslakhaty and Mejlis are engaged in analysis and discussion of bills aimed at development of regions, improvement of activities of bodies of local self-government, notary and tax institutions and further improvement of living standards of population.

The past two session of the Khalk Maslakhaty discussed a number of bills, which Hero Arkadag approved and were then adopted.

In the light of development of inter-parliamentary cooperation, international conferences, forums and meetings were held online.

Members of the Khalk Maslakhaty took part in solemnities devoted to the 30th anniversary of the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States as well as in the delegation headed by Hero Arkadag Gurbanguly Berdimuhamedov –in the meeting of the 13th International Economic Summit “Russia-Islamic World: Kazan Summit 2022”, held in the capital of the Republic of Tatarstan of the Russian Federation.

It was also pointed out that the Chairman of the Khalk Maslakhaty of the Milli Gengesh made working visits to Akhal, Balkan, and Dashoguz regions and familiarized himself with the work carried out in regions of the country.

President Serdar Berdimuhamedov underlined that our country carries out a large-scale work for implementation of the youth policy, which receives unremitting attention. Education of the younger generation in the spirit of true patriotism and high moral and ethical values of the nation, maintenance of all conditions so that young Turkmen nationals can get high quality education, study sciences, creative art, sports, realize their intellectual potential are among key priorities of the state strategy of the fatherland.

In the context of improvement of work in the given area, the head of Turkmenistan noted expediency of more active participation of members of the Khalk Maslakhaty and deputies of the Mejlis of the Milli Gengesh in it jointly with political parties and public organizations, including the Makhtumkuli Youth Organization and Union of Women of the country.

Deputy-Chairman of the Cabinet M.Muhammedov reported on practical measures taken with a view of maintenance of stable macroeconomic indices in all spheres for the January-May period.

By the outcome of five months, a stable pace of growth of GDP is observed. As compared to the same period of 2021, output of products is higher by 11, 5 percent.

As compared with the same period of the past year, the volume of retail trade turnover grew by 10, 6 percent and volume of foreign trade turnover by 41, 8 percent.

For the January-May period, the state budget revenues were fulfilled at the rate of 104, 6 percent, and expenditures – 98, 3 percent. 80, 4 percent of the main financial plan of the country was directed to development of the social sphere.

As compared to the relevant period of the past year, the index of average monthly salary grew by 10, 4 percent. Salaries, pensions, state allowances and scholarships of students were timely and fully financed.

On the sidelines of work outlined in the new edition of the National rural redevelopment program, in the period under consideration, construction of social projects, residential houses as well as engineering systems was carried out.

Having heard the report, President Serdar Berdimuhamedov drew the attention to a number of priority tasks set before the complex supervised by the Deputy-Chairman of the Cabinet. Adoption of necessary measures for maintenance of the GDP growth rate at the definite rate till the end of the year with a view to ensure stable development of economy, to modernize budget and tax sectors on the basis of international experience, to improve rules and provisions of budget, tax, banking, and monetary-credit systems and to accelerate introduction of electronic tax system were mentioned among the main tasks.

One should keep an efficient use of state investments under control, modernize operating production facilities and adjust new ones as well as create favourable conditions for attraction of capital investment and businesses, direct foreign investment, the head of Turkmenistan said.

Preparation of the draft of the state budget for the upcoming year was named among priority measures.

In this connection, the President of the country instructed the Deputy-Chairman of the Cabinet to analyse the state of affairs in these areas and take efficient measures to organize the work in accordance with requirements made.

Further, the Deputy-Chairman of the Cabinet reported on the measures taken to improve supply of foodstuffs, to create reserves of food commodities in sufficient volumes and to maintain abundance of foodstuffs in home markets. In the given context, it is proposed to allocate funds to relevant institutions for regular and optimal supply of population with food commodities. It is also planned to envisage sufficient volume of funds in the state budget for 2023 for implementation of tasks set in this area.

Having summed up the report, the head of Turkmenistan approved submitted proposals. Addressing members of the Cabinet, President Serdar Berdimuhamedov pointed out that with a view to ensure food security of the country, he has decided to allocate 150 million US dollars as assistance to entrepreneurs as well as 150 million US dollars to the Ministry of Trade and Foreign Economic Relations for purchase of necessary food commodities. Having signed relevant Resolutions, the head of the state gave the Deputy-Chairman of the Cabinet a number of concrete instructions.

Further, the Deputy-Chairman of the Cabinet reported on the work carried out to ensure food security in the country, to decrease the volume of imported goods, and develop local production.

As was informed, at present, chicken meat, and eggs, mainly are produced by members of the Union of Industrialists and Entrepreneurs. With a view of phased increase in the output of given types of products in the country, it is proposed to grow coarse grains, maize and soya beans as well as to allocate land plots to those who want to grow these crops.

Having summed up the report, the head of Turkmenistan underlined that poultry husbandry acts as one of the most progressive and dynamically developing sectors of agriculture. It acts as a very profitable and fast paying back business that significantly enhances attractiveness of the given sector.

Stable development and expansion of the given sector of the agro-industrial complex will give a number of indisputable privileges in future, President Serdar Berdimuhamedov said, noting the new level of development of small and medium size business, creation of new workplaces, and attraction of additional investments among them. At the same time, it is called to facilitate supply of population with high quality local products and significant decrease in import of same products, the head of the state underlined.

Having signed the submitted Resolution, the President of Turkmenistan instructed the Deputy-Chairman of the Cabinet to keep timely and accurate implementation of measures outlined in the document under control.

The Deputy-Chairman of the Cabinet, having expressed his deep gratitude to the President of Turkmenistan for the adopted decision, ensured that he would make all-out efforts for proper fulfilment of all tasks outlined in the given document.

Further, Deputy-Chairman of the Cabinet Sh. Abdrakhmanov reported on the results of the work carried out in the sectors under his supervision for the January-May period of the current year.

The Deputy-Chairman of the Cabinet reported that the plan for oil refining was fulfilled by 110,6 percent, petrol by 127,2 percent, diesel fuel by 115,8 percent, polypropylene by 141,9 percent, lubricant oils by 107,2 percent, liquefied gas by 119,7 percent, production of natural and associated gas by 111,5 percent, export of the blue fuel at the rate of 121,9 percent.

The technical and economic indices achieved in the production of oil and gas condensate were also informed.

Having heard the report, President Serdar Berdimuhamedov gave the Deputy-Chairman of the Cabinet a number of instructions connected with conduction of constant analysis of industrial and economic activities of the oil and gas complex, intensification of use of its potential, modernization of production lines and extensive introduction of modern technologies.

In his turn, Deputy-Chairman of the Cabinet E.Orazgeldiyev reported on the outcome of activities of sectors under his supervision for five months of the current year.

The information on indices of volumes of production of agricultural products by the agro-industrial complex as compared with the same period of the past year as well as production of food commodities in the country was delivered.

Having summed up the report, President Serdar Berdimuhamedov expressed his dissatisfaction with fulfilment of the duties laid on the Deputy-Chairman of the Cabinet on management of the agro-industrial complex.

The head of the state, having marked that among priority tasks of the sector is increase in production of main agricultural crops, underlined that the state strategy for development of the agro-industrial sector is realized not at proper level.

The general financial state of the agricultural sector leaves much to be desired. In this period, realization of capital investment aimed at implementation of complete transformations in this leading sector of national economy was also unsatisfactory, the President of Turkmenistan said.

Having pointed out that rise of agricultural practice and extensive introduction of scientifically proven methods of production of agricultural crops taking into account the local soil and climatic conditions are not given adequate attention, the head of the state underlined that issues of water supply of agriculture and populated areas of the country are solved rather badly.

Issues of reasonable use of water resources, improvement of ameliorative state of ploughing, salinity of soil and cleaning of collecting ditches were not also given proper attention. All these shortcomings told upon the state of affairs in Dashoguz region. In this region, the plan for cotton sowing was not fulfilled at the given terms, the head of Turkmenistan stated.

President Serdar Berdimuhamedov released E.Orazgeldiyev from the post of Deputy-Chairman of the Cabinet for his shortcomings made at his post.

For improper fulfilment of his duties and shortcomings made in his work, the head of the state gave severe reprimand to N.Nazarmyradov with a final warning, having instructed to take immediate measures for correction of existing shortcomings.

For serious shortcomings in his work, the President of Turkmenistan also dismissed B.Arazov from the post of khyakim of Boldumsaz district of Dashoguz region and entrusted the temporary fulfilment of duties of the khyakim to G.Bayramdurdyev, deputy khyakim of Boldumsaz district of Dashoguz region.

The head of the state informed on his decision to appoint A.Yazmyradov Deputy-Chairman of the Cabinet releasing him from the post of adviser of the President of Turkmenistan on agricultural affairs.

Further, the floor was given to the newly appointed Deputy-Chairman of the Cabinet who in his turn, expressed his gratitude for the trust and ensured that he will make all efforts, put all his experience and knowledge for strict fulfilment of important tasks and goals set before the agro-industrial complex.

Further, the head of Turkmenistan addressing Deputy-Chairman A.Yazmyradov and khyakims of regions, underlined importance of further improvement of supply of populations with local food commodities.

For the creation of fodder reserves, on should gradually fulfil complex measures. In this connection, it is important to make much use of potential of animal husbandries, private sector, and reach purpose oriented and efficient use of agricultural fields and pastures, Serdar Berdimuhamedov said.

The President of Turkmenistan noted that for increase of yield of agricultural crops and quality of selection, one should carry out necessary work based on the advanced world practice as well as introduce the digital system.

Having underlined that one should further take purpose-oriented measures for increase of productivity of agriculture, the head of the state signed the relevant document, having given a number of instructions to this end.

Director General of the Transport and Communications Agency at the Cabinet of Ministers M.Chakyev was the next to report on the activity of subordinate institutions for 5 months of the year.

For the accounting period by the given complex, the growth rate of fulfilment of work and services provided was equal to 112, 1 percent.

The plan for cargo transportation by motor, railway, airways, marine and river transport was fulfilled by 111, 3 percent, and by freight turnover – 109,1 percent.

The growth rate of services provided for the January-May period, by “Türkmendemirýollary” Agency made up 115,2 percent, “Türkmenawtoulaglary” Agency – 134,1 percent, “Türkmenhowaýollary” – 101,8 percent, “Türkmendeňizderýaýollary” – 106 percent and “Türkmenaragatnaşyk” – 108 percent.

Having heard the report, President Serdar Berdimuhamedov underlined that in connection with reduction of limitations for inland transportation in our country, one should take measures to increase passenger and cargo transportation and ensure high quality of services and safety of passenger transportation.

One should fully develop further multimodal logistic potentials of our country and create favourable and competitive conditions for international transport and transit transportation.

Deputy-Chairman of the Cabinet Ch. Purchekov reported on the outcome of work in the construction, industrial and energy complexes, “Türkmenhimiýa” State Concern and capital administration under his supervision for five months since the beginning of the current year.

So, for the reporting period, the production and work plan in the construction and industrial sector was fulfilled by 148,8 percent.

The Ministry of Construction and Architecture fulfilled its work plan for the January-May period by 112, 7 percent.

The Ministry of Industry and Construction has fulfilled the Production and Work Implementation Plan of by 169 percent.

Since the beginning of the year, according to the Ministry of Energy, the plan for production and work executed has been fulfilled by 128.1 percent.

The growth rate of electricity production was 116.8 percent, and its exports – 150.3 percent.

During the period under review, Türkmenhimiýa State Concern fulfilled the plan for the production and services rendered by 169.7 percent.

According to the khyakimlik of Ashgabat city, the plan for the work carried out and the services rendered for five months of this year was fulfilled by 118.3 percent.

After hearing the report, President Serdar Berdimuhamedov drew attention to the importance of taking systematic measures to improve the supply of import-substituting industrial products and building materials to the domestic market, ordering to continue work on the creation of new production facilities based on innovative technologies, advanced scientific and technical achievements. Separate instructions concerned the establishment of the production of modern products in the electronic industry.

Deputy Chairman of the Cabinet of Ministers Ch.Gylyjov reported on the results of work in the supervised shopping complex for five months of the year.

There was information about the indicators of the volume of production and services for the complex in comparison with the same period last year.

After hearing the report and addressing the Deputy Prime Minister, President Serdar Berdimuhamedov underlined that control over subordinate structures has been weakened recently, work is being carried out at a low pace to increase the manufacture of consumer goods, especially agricultural products. Taking into account the introduction of a digital system into the trade sphere, the formation of modern supply systems is not provided at the proper level, which leads to violations.

Focusing on the production of import-substituting goods, the head of state pointed out that work in this direction is also being carried out at a slow pace, the existing large opportunities are not being used properly.

Further, the President of Turkmenistan announced that for the shortcomings in the work, Ch.Gylyjov is dismissed from the post of Deputy Chairman of the Cabinet of Ministers.

The head of state announced the decision to appoint Batyr Atdaev as Deputy Chairman of the Cabinet of Ministers in charge of the shopping complex, relieving him of the post of Prosecutor General of Turkmenistan.

Expressing gratitude for the trust, B.Atdaev assured the President of the country that he would make every effort to solve the tasks assigned to the shopping complex.

President Serdar Berdimuhamedov wished him success in his responsible work.

Then the country’s President declared the decision to assign the temporary discharge of the duties of the Prosecutor General to the Deputy Prosecutor General, Head of the Main Department, Senior Adviser to Justice B.Begmyradov, signing the relevant document.

Addressing the newly appointed Deputy Prime Minister, the head of state noted that our country is located at the crossroads of convenient transport highways, which creates great opportunities for the development of economic and trade relations with almost all countries of the world.

In this regard, an instruction was given to establish effective work with the heads of ministries and departments to increase the export of domestic goods, paying special attention to the establishment of close foreign economic relations with foreign partners.

It is necessary to carry out work to accelerate the implementation of the program to increase the volume of goods produced in our country and exported abroad and import-substituting products, the President of Turkmenistan highlighted.

President Serdar Berdimuhamedov also instructed to develop and implement urgent measures for the full use of the potential of the non-state sector, including the processing of raw materials for export.

Deputy Chairwoman of the Cabinet of Ministers M.Mammedova reported on the activities of subordinate structures over the past five months of the year.

During the period under review, in order to popularize the motto of 2022 and in honor of significant dates, creative contests were announced, and various cultural events, conferences, creative meetings and exhibitions, propaganda and explanatory actions, celebrations on the occasion of commissioning of new buildings were held.

It was noted that within the framework of international cooperation, Turkmen specialists participated in meetings, trainings, conferences, as well as exhibitions via the digital system.

During the report, there was an information on the activities of the media to highlight the country’s large-scale achievements in various fields, the successful implementation of measures stipulated in state programs for the development of the cultural sphere.

Summarizing the report, head of state Serdar Berdimuhamedov noted that with the onset of the summer holidays, cultural institutions and theaters should organize children’s performances and other events, and render high-quality services.

At the same time, the Deputy Prime Minister was assigned to continue work on the translation of printed periodicals into electronic format and, for this purpose, to train specialists, determine the staffing of editorial offices, as well as to intensify the process of media coverage of important issues of the digital economy.

Then Deputy Chairman of the Cabinet of Ministers S.Toilyev reported on the work carried out in the fields of education, science, health and sports since the beginning of this year.

Students of higher educational institutions, schoolchildren of the country, having successfully performed at international subject and Internet Olympiads, were awarded gold, silver and bronze medals, diplomas of various degrees.

During the reporting period, scientific work was coordinated in priority areas of science and technology, and admission to postgraduate and doctoral studies was carried out.

Much attention was paid to improving the activities of medical and preventive institutions in the country, where research is continuing in various areas of medicine.

In accordance with the Decree of the President of Turkmenistan, the construction of a licorice root processing plant and the production of glycyrrhizic acid has been launched, the National Program for the transformation of Turkmenistan into a tobacco-free country for 2022-2025 has been approved.

A multidisciplinary hospital was put into operation in Turkmenbashi city of Balkan velayat, as well as multidisciplinary and oncological hospitals in Dashoguz city of Dashoguz velayat.

Since the beginning of the year, it has been conducted the intensive preparation of domestic athletes for major international competitions, who participated in 12 sports competitions and won 22 medals during the reporting period.

After hearing the report, President Serdar Berdimuhamedov noted that, in addition to entrance exams to higher and secondary vocational educational institutions, it is necessary to prepare well for the new academic year.

With the beginning of the summer season, there is also a need to organize useful and interesting leisure activities for children and the youngsters.

The head of state drew attention to the need for thorough preparation for the upcoming meeting of the Government with employees of the education system.

The Deputy Prime Minister was also instructed to develop a draft plan for the creation of a Digital Education system at the international level and present it at one of the regular meetings of the Cabinet of Ministers of Turkmenistan.

Then Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R.Meredov made a report on the results of the activities of the Ministry of Foreign Affairs for January-May of this year.

During the period under review, in order to implement the foreign policy strategy of independent neutral Turkmenistan, relevant work was carried out to develop constructive cooperation in bilateral and multilateral formats, through reputable international organizations.

It was also noted that on June 1-2, President Serdar Berdimuhamedov visited the Kingdom of Saudi Arabia, where the head of state performed Umrah Hajj in Mecca and visited Medina city.

During the reporting period, the President of Turkmenistan had telephone talks with the leaders of a number of countries.

In April, the President of the Republic of India paid a state visit to Turkmenistan, as well as the President of the Republic of Tatarstan of the Russian Federation paid a working visit.

Currently, work is continuing to prepare for important international events.

The systematic nature is inherent in bilateral consultations through the Ministry of Foreign Affairs. A number of meetings have been held in this direction this year.

In January-May, relevant meetings and negotiations on the development of economic cooperation with various countries were also regularly held, including within the framework of Joint Intergovernmental Commissions and other relevant structures.

Summarizing the report, President Serdar Berdimuhamedov instructed the Deputy Prime Minister, the head of the Ministry of Foreign Affairs to ensure a high organizational level of preparation for visits of Government delegations of Turkmenistan abroad and foreign Government delegations to our country, as well as for the Holiday of Neutrality, international conferences and other events.

During the meeting, the participants cordially congratulated the country’s President on Umrah Hajj, which took place during a pilgrimage to the holy places for the Islamic world – Mecca and Medina, wishing Arkadagli Haji Serdar acceptance of the prayers offered by the Almighty in the name of a happy life of his native people, the well-being of the Motherland and the successful implementation of grandiose undertakings, as well as good health, longevity and success in state activity.

President Serdar Berdimuhamedov thanked for the kind words.

Then, addressing the meeting participants, President Serdar Berdimuhamedov emphasized that it mainly considered two issues, identified priority tasks for the further development of the agro-industrial complex, improving the activities of trade and services, stimulating entrepreneurship.

Speaking about this, the head of state noted that the grain harvesting campaign has begun in Akhal, Lebap and Mary velayats. In this context, specific instructions were addressed to the heads of these regions to ensure a high level and completion of harvesting in the shortest possible time, uninterrupted operation of equipment during the winter, as well as timely settlement with tenants.

Noting that on June 10, with the participation of honorary elders, the harvest parade will start in Balkan and Dashoguz velayats, the country’s President ordered to take all measures to organize the upcoming season.

The head of state instructed Deputy Prime Minister A.Yazmyradov, together with the khyakims of the regions, to carry out systematic control over the implementation of the established plans for the production of wheat, cotton, vegetables and melons, and the solution of organizational issues.

Addressing Deputy Prime Minister B.Atdaev, the head of state focused on the importance of consistent modernization of the trade complex and the development of entrepreneurship, outlining a number of tasks in this area.

In this context, the priorities include ensuring commodity abundance, improving the culture of trade and service, and consistently improving the supply system of markets with a variety of food products. At the same time, priority attention should be paid to optimizing the financial condition of the complex’s structures.

The President of Turkmenistan underlined the importance of taking measures for the development of small and medium-sized businesses, stimulating private initiative, strengthening the position of entrepreneurship in the structure of the national economy, addressing specific instructions to the relevant leaders.

At the expanded joint meeting of the Cabinet of Ministers and the State Security Council, some other issues of public life were also considered, and appropriate decisions were taken

Addressing the meeting participants, the head of state described the results of the work of the branches of the national economic complex for five months, noting that they clearly demonstrate the dynamic development of our country, despite the difficulties in the global economy.

It was noted that the pace of development of the country’s economy remains stable, social programs are being successfully implemented. As a result of the purposeful work of the Government and the people, a high rate of GDP growth has been maintained – at the level of 6.2 percent.

Industrial facilities, residential buildings, kindergartens, schools and other facilities were built and put into operation on time, President Serdar Berdimuhamedov stated.

In accordance with the adopted programs, the policy of diversification of energy resources to world markets is being successfully implemented.

Concluding the expanded joint meeting of the Cabinet of Ministers and the State Security Council, President Serdar Berdimuhamedov wished the participants good health, family well-being and great success in their work for the sake of the further prosperity of the Motherland.
