On 10–11 September 2025, a national seminar dedicated to the implementation of the TIR Convention and its Annex 11, regulating the functioning of the eTIR system (electronic TIR), was held at the building of the State Customs Service of Turkmenistan.

The event was organized with the support of the TIR Secretariat of the United Nations Economic Commission for Europe (UNECE, Geneva), the International Road Transport Union (IRU), and the Association of International Road Carriers of Turkmenistan (THADA).

International experts participated in the seminar, including Mr. Sami Ghanmi, representative of the TIR Secretariat of UNECE (Switzerland); Mr. Vahtang Zarandia, representative of IRU (Switzerland); and Mr. Elyor Hakimov, representative of the TIR Secretariat of UNECE (Uzbekistan).

From the Turkmen side, the seminar was attended by staff members of the State Customs Service of Turkmenistan and IT specialists responsible for the introduction of digital solutions in customs procedures.

During the first day, participants discussed the legal and practical aspects of the application of the TIR Convention, the possibilities of electronic pre-declarations, as well as the role of the private sector in the development of the eTIR system. Particular attention was paid to the adaptation of the national eTIR application and cooperation with international partners.

The second day was devoted to the technical aspects of implementing the eTIR system, including equipment, server infrastructure, and software installation procedures. The participants received practical explanations and recommendations from UNECE experts on the use of open-source solutions.
