On April 16, the fifth session of the first convocation of the Khalk Maslakhaty of the Milli Gengesh of Turkmenistan, at which the Laws adopted in the course of the seventeenth meeting of the Mejlis of the Milli Gengesh on April 2, was held. The given normative legal documents were developed in accordance with priorities of the socially oriented policy of President Serdar Berdimuhamedov and complex program for modernization of the legislative legal basis of the state.

Representatives of the mass media were invited to the work of the session.

In the session reports of the deputy-chairman of the Khalk Maslakhaty of the Milli Gengesh as well as heads of committees, in which conclusions on each of legislative documents were made, were heard.

The Law of Turkmenistan “On introduction of amendments and additions to the Criminal Code of Turkmenistan and approval of its new version” adopted by the Mejlis was first to be discussed. Speakers noted that the given document was developed taking into account the humane policy pursued in the field of criminal and legal relations, in accordance with the Constitution of Turkmenistan and generally accepted standards and principles of international law.

Further, Laws of Turkmenistan “On ratification of the Treaty between Turkmenistan and Kazakhstan on delimitation of the Turkmen-Kazakh state border and delimitation of adjacent sections of fishing zones in the Caspian sea“, “On ratification of the Agreement between the Government of Turkmenistan and Government of Kazakhstan on the regime of Turkmen-Kazakh state border” “On ratification of the Agreement which approves the International Islamic Trade Finance Corporation” , “On ratification of the Act of amendments to the Constitution of the International Labour Organization“, “On ratification of the Convention on the means of prohibiting and preventing the illicit import, export and transfer of ownership of cultural property “ were considered.

Laws of Turkmenistan “On accession to the Framework Agreement on facilitation of cross-border paperless trade in Asia and the Pacific”, “On accession to the Convention on the recognition and enforcement of foreign arbitral awards”, “On accession to United Nations Convention on Contracts for the international sale of goods“ were also considered.

During discussion, the significance of the given Laws in realization of the foreign policy strategy of Turkmenistan and development of international cooperation was underlined.

In addition to it, members of the Khalk Maslakhaty considered a number of normative legal documents concerning improvement of the legislation in force. They included Laws “On introduction of additions to the Law of Turkmenistan “On courier service“, “On introduction of additions and amendments to the Customs Code of Turkmenistan”, “On introduction of amendments and additions to the Tax Code of Turkmenistan”, “On introduction of amendments and additions to the Law of Turkmenistan “On auditing activity”, “On introduction of amendments and additions to some legislative acts of Turkmenistan “ as well as “On introduction of amendments and additions to the Land Code of Turkmenistan”.

In this connection, it was pointed out that improvement of the normative legal basis is aimed at political, economic and cultural development of the country and efficient implementation of the socially oriented state policy of President Serdar Berdimuhamedov.

The session also considered other topical issues.

The laws brought out for discussion at the fifth session of the first convocation of the Khalk Maslakhaty of the Milli Gengesh were approved unanimously and found their reflation in the relevant Resolutions.
