Opening the meeting, the head of Turkmenistan noted that by tradition, on the eve of Gadyr gijesi, the action of pardoning of convicted persons, who have sincerely repented of their deeds and are ready to make a new life, is held.

Then, the floor was given to Minister of Defence, Secretary of the State Security Council, and Chairman of the Commission for development of proposals on citizenship and pardoning under the President of Turkmenistan B.Gundogdyev, who reported on results of the work on the given issue carried out by the Commission.

Having heard the report, the head of the state underlined that following age-old traditions, he signs the Decree on pardoning of 514 citizens of the country on the occasion of blessed Gadyr gijesi.

Further, Ministry of Defence, Secretary of the State Security Council B.Gundogdyev was commissioned to take measures jointly with heads of law enforcement bodies to ensure that the persons, who have been pardoned, can soon join their families.

Khyakims of regions, districts, cities and other heads were commissioned to provide the persons, who have been pardoned, with employment.

Chairperson of the Mejlis of the Milli Gengesh G.Mammedova informed on the activity to improve further the national legislation.

Deputies closely cooperate with representatives of foreign countries and international organizations. In the Mejlis, the regular working meeting of the Dialogue of women of Central Asian countries was held online. Representatives of the Mejlis also took part online in the joint events devoted to the strengthening of law and order, protection of rights of children, women, families, ecology and migration with structural units of the European Council, UN, relevant state institutions of the country.

Deputy Chairman of the Khalk Maslakhaty of the Milli Gengesh K.Babaev informed on the work carried out to improve further the legal basis of the country taking into account realization of the goals of the new historical epoch.

On April 16, the current year, the regular session of the Khalk Maslakhaty, during which a number of laws concerning improvement of the Criminal Code and normative documents aimed at successful implementation of foreign policy strategy of Turkmenistan, joining of multilateral documents of international organizations and agreements connected with them, international agreements, ratification of conventions and others were discussed and approved, was held.

Members of the Khalk Maslakhaty and deputies of the Mejlis visited Dashoguz, Lebap, Mary regions in April and held meetings with representatives of justice, judicial and law-enforcement bodies, public organizations, spheres of education and healthcare.

At the beginning of the report, the good news received yesterday from the Permanent Mission of Turkmenistan to the United Nations Office in Geneva, was informed.

In this connection, it was informed that the international certificate given to Ashgabat city for assistance and contribution to the initiative of the United Nations Economic Commission for Europe “Trees in cities” by tree planting actions was sent by Deputy Secretary-General of the UN , Executive Secretary of the United Nations Economic Commission for Europe .

Having accepted the given information with satisfaction and addressing our compatriots, the head of the state congratulated all with the Certificate for assistance and contribution to the contribution to the initiative of the United Nations Economic Commission for Europe “Trees in cities” by tree planting actions given to Ashgabat city.

At the initiative of the Hero-Arkadag for many years over 145 million trees have been planted in our fatherland and it has led to formation of special climatic zones. It also facilitates maintenance of high level of cleanness of air in the region and preservation of nature, the head of the state said.

As known, on April 22, International Mother Earth Day approved by the UN General Assembly, is marked. This date, which as a great significance demonstrates an interrelation between the eco-system and people of our planet.

In this context, President Serdar Berdimuhamedov underlined that the official recognition of contribution of our capital, Ashgabat in the above-mentioned large-scale ecological program is a visual evidence of long-term fruitful cooperation between Turkmenistan and UN.

Further, in his report, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs underlined that one of the key areas of the state policy of our neutral fatherland is improvement of relevant basis and activity of national democratic institutions, full scale ensuring of rights and freedoms of individuals in Turkmenistan. In this regard, a great significance is given to cooperation with international humanitarian organizations.

In this connection, the work of the Interdepartmental Commission on the implementation of Turkmenistan's international obligations in the field of human rights and international humanitarian law, which was created at the initiative of Hero –Arkadag in 2007, was noted. Within its framework, on a regular basis, topical tasks are solved and coordination of efforts in this area is maintained. According to the modern requirements, the activity and structure of the given Commission were improved in 2011, 2017 and 2019.

With a view of implementation of the humanitarian part of the given program and regular improvement of the work of the Interdepartmental Commission its revised structure is submitted for approval. For consideration of the head of the state, the draft of the relevant Resolution was submitted.

It was also marked that in recent years, intensification of fruitful cooperation with foreign partners has facilitated enhancement of efficiency of work of the Commission. Here as a concrete example, one can cite its meetings, held with participation of representatives of international humanitarian organizations.

In the context of continuation of this positive practice, further modernization of national legislation as well as for discussion of issues of realization of work plans prepared jointly by above-mentioned structures, it is proposed to hold a regular meeting of the Interdepartmental Commission on May 10, 2022.

Having summed up the report and having approved the mentioned proposals, President Serdar Berdimuhamedov signed the Resolution, having approved the staff of the Interdepartmental Commission on the implementation of Turkmenistan's international obligations in the field of human rights and international humanitarian law.

Having sent online the document to the Deputy-Chairman of Cabinet, Minister of Foreign Affairs, the head of the state gave him relevant instructions for its implementation.

Deputy-Chairman of the Cabinet M.Muhammedov reported on the work carried out for further development of market of securities and modernization of legislative acts regulating activities of sectors.

In accordance with the Resolution of the President of Turkmenistan of May 29, 2020 “On improvement of organization of licensing activity in Turkmenistan”, the Ministry of Finance and Economy jointly with the Ministry of Justice prepared drafts of the normative legislative acts and Resolution of its approval.

Having signed the relevant Resolution and having sent it online to the Deputy-Chairman of the Cabinet, the head of Turkmenistan commissioned him to continue his work in this area.

Further, the Deputy-Chairman of the Government reported on the complex measures taken for improvement of systems of countering money laundering and the financing of terrorism as well as the work carried out by the Financial Monitoring Service at the Ministry of Finance and Economy.

According to the provisions of the new version of the Law of Turkmenistan “On countering money laundering and the financing of terrorism, financing of proliferation of weapons of mass destruction“ and with view of successful solution of tasks proceeding from relevant international agreements of our country, the draft of the improved Regulations of the given institution, which is an authorized state body in this sphere, was prepared.

Deputy-Chairman of the Cabinet Sh.Abdrahmanov reported on the measures taken to solve tasks connected with operation of Turkmenbashi oil refineries complex at full capacity, its supply with raw material in necessary volume and uninterrupted work of technological facilities. In this regard, the information on the work carried out to modernize the structure and the Articles of TORC was also delivered.

At present, modernization of infrastructure of the enterprise is required. With this view, it is necessary to operate fully industrial capacities of Turkmenbashi oil refineries complex, increase in processing of hydrocarbon raw materials, output of high quality petrochemical goods and their delivery to world markets.

In this connection, the Deputy-Chairman submitted for consideration of the head of Turkmenistan the draft of the structure and a new version of the Articles of Turkmenbashi oil refineries complex in a new version.

Having pointed out necessity of enhancement of industrial capacities of TORC, close study of international markets of petrochemical goods and intensification of mutually beneficial cooperation with reliable partners, the head of the state gave the Deputy-Chairman a number of concrete instructions connected with continuation of work in this area.

Deputy-Chairman of the Cabinet E.Orazgeldiyev reported on the course of seasonal agricultural campaigns in regions of the country as well as the measures realized for all round modernization of the material and technical basis of the agro-industrial complex.

Reporting on efficient use of the first batch of modern agricultural machinery from John Deere Company in the agro-industrial complex, the Deputy-Chairman submitted for consideration of the head of the state the draft of the Resolution on purchase of second and third batches of agricultural machinery and equipment for sowing and care of cotton.

In accordance with the document, it is envisaged to allow the Ministry of Agriculture and Environmental Protection to conclude a contract for purchase of agricultural machinery and equipment as well as spare parts to them from John Deere Company.

Having signed the relevant document, the President of the country sent it online to the Deputy-Chairman and gave him relevant instructions.

Deputy-Chairman of the Cabinet Ch. Purchekov reported on the work on construction of production facilities carried out by the Ministry of Industry and Construction Production with a view of realization of measures for development of the industrial sector, adjustment of production of import replacing and export oriented goods in the country.

In accordance with the Resolution on construction of industrial and production projects for 2020–2023, it is expected to build 11 projects, upon a number of which relevant work is carried out.

The tender for construction of an additional shop for production of glass production with a capacity of 100 tons daily in the territory of the enterprise “Türkmen aýna önümleri” in Gokdepe district of Akhal region was held. By its results, the proposal of individual enterprise “Rysgally zähmet” was chosen.

In this connection, for consideration of the head of the state relevant proposals were submitted.

The head of the state underlined necessity of regular strengthening of the potential of the sector and intensification of production of highly demanded construction materials, including glass production and commissioned him to continue the work carried out in this area and to take proper responsibility for implementation of the tasks set before him.

Further, the Deputy-Chairman reported that in accordance with the tasks set before the Ministry of Industry and Construction Production, the measures are taken with a view to supply construction sites with high quality industrial goods in sufficient volume and satisfy industrial needs of construction and other sectors of economy, enterprises and institutions as well as needs of population.

For consideration of the President of Turkmenistan, the draft of the Resolution on purchase of aluminium products from Open Joint Stock Tajik Aluminium Company was submitted.

Having signed the relevant Resolution, the President of the country sent the document to Deputy-Chairman online, having given him concrete instructions for its proper implementation.

Deputy-Chairman of the Cabinet Ch.Gylyjov reported on the measures taken for preparation of the national brand (label) of the trademark “Made in Turkmenistan”.

The information that with a view to choose the national brand of the trademark “Made in Turkmenistan” the Chamber of Commerce and Industry with participation of relevant ministries and sectoral departments plans to announce a contest among artists, designers, students and citizens, was delivered.

In this connection, the Deputy-Chairman submitted for consideration of the head of the state relevant proposals for further organization of necessary preparatory activities.

Having approved the design of the national brand “Made in Turkmenistan”, President Serdar Berdimuhamedov made an emphasis on necessity of search of new formats and approaches, having noted that Turkmen designers should focus on exploration of advanced experience in this sphere in accordance with world standards, including with use of digital systems. In this connection, the head of the state drew the attention to necessity of improvement of the work carried out for creation of conditions for active promotion and implementation of target plans and gave the Deputy-Chairman a number of concrete instructions.

Deputy-Chairwoman of the Cabinet M.Mammedova reported on the program of cultural events planned for May and opening of social and cultural projects.

In honour of declaration of the motto of 2022 “The Epoch of people with Arkadag”, it is planned to hold conferences, creative events, exhibitions and other thematic events.

City and district levels of the TV contest “Ýaňlan, Diýarym!”, held among amateur young singers as well as the contest “Çalsana, bagşy!”, announced among dutar players, bakhshi musicians, regional and Ashgabat city levels of performance of young gifted children “Garaşsyzlygyň merjen däneleri” will be held.

Various events will be held on the occasion of holidays widely marked in May – Oraza bayramy, Victory Day of the Great Patriotic War of 1941–1945, Constitution and State Flag Day of Turkmenistan, holiday of the Turkmen carpet, Day of Ashgabat city and holiday of the Last Bell.

On May 12–13, in the Turkmen capital it is planned to hold the Inter-parliamentary forum of Central Asian countries and the Russian Federation as well as the Dialogue of Women of Central Asian countries and Russia.

In the final decade of the month, theatres of the country will present their plays within the framework of the theatre festival “Turkmen theatre art”.

In the expo-center of the Chamber of Commerce and Industry, the traditional international universal exhibition “White city Ashgabat” and exhibit of carpets and carpet products will be held.

The head of the state pointed out to the necessity of close preparation for the holidays and international forums marked in May. All the events devoted to important historical events and dates should meet a high organizational and ideological level and reflect the essence of the peaceful creative policy of the Turkmen state based on the universal humane ideals, President Serdar Berdimuhamedov underlined and gave the Deputy-Chairwoman concrete instructions to this end.

Deputy-Chairman of the Cabinet S.Toylyev, who spoke further, reported on the ongoing preparation of the national teams of Turkmenistan for the XXXIII Sumer Olympic Games and XVII Summer Paralympic Games, which will be held in Paris (French Republic) in 2024.

Proceeding from the experience of the Tokyo-2020 Olympic Games as well as with a view of adjustment of well-coordinated work with relevant ministries and sectoral departments of the country for various organizational issues, it is proposed to create the Organizing committee for preparation of national teams of Turkmenistan for XXXIII Summer Olympic Games and XVII Summer Paralympic Games.

Having underlined necessity of serious preparation for the upcoming Olympic and Paralympic Games in Paris and having approved the given proposals, the head of the state expressed confidence that our sportsmen will further worthily defend the sporting image of our fatherland by confirming high ideals of Olympism with their skills.

Director General of the Transport and Communications Agency of the Cabinet of Ministers M.Chakyev reported on the measures taken for further development of licensing activity.

In particular, it was informed that in accordance with the Law of Turkmenistan “On licensing separate types of activity “ and the Resolution of the President of Turkmenistan “On improvement of organization of licensing activity in Turkmenistan”, the draft of the Regulations on licensing of transport and expediting work was developed.

By the outcome of complex work aimed at protection of rights and legal interests of states, physical and legal persons on organization of freight traffic by motor, air and marine transport, a package of documents and relevant proposal were prepared.

Having approved the submitted proposals, the head of Turkmenistan commissioned the head of the Agency to keep the work carried out in this area under control.

Further, participants of the meeting warmly congratulated President Serdar Berdimuhamed on the upcoming national holiday of the Turkmen horse.
