Yesterday, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country Serdar Berdimuhamedov held the meeting of the State Security Council, at which the outcome of work of security forces for five months of 2022 were considered and priority measures to ensure safety and tranquillity in our country, strengthen the material and technical basis of military and law enforcement bodies and improve their work and others were designated.

Having announced the agenda, the head of Turkmenistan gave the floor to Secretary of the State Security Council, Minister of Defence B.Gundogdyev, who reported on the measures taken for the January-May period of the current year to maintain stability, law and order in the country. The course of promotion of military reforms aimed at the strengthening of defence capability of Turkmenistan, creation of proper conditions for the service and life of soldiers and officers became separate topics of the report. 

Having summed up the report, President Serdar Berdimuhamedov noted that the successfully realized military doctrine, which bears, strictly a defensive character, acts as a reliable guarantor of peace and peaceful life in the country. In this connection, further technical re-equipment of the national army, strengthening of its personnel potential, solution of social issues of servicemen were outlined as priority areas. A special emphasis was made on the importance of organization of patriotic and educational activity, especially among young cadets of profile educational establishments and soldiers, who do their military service. 

It is necessary to keep the work carried out at present to transfer to the reserve from the armed forces and conscription of citizens of Turkmenistan under a strict control at proper level, the head of the state underlined giving the Secretary of the State Security Council, Minister of Defence a number of concrete instructions. 

Further, the Supreme Commander-in-Chief of the Armed Forces made an emphasis on the issues of organization of the military parade in honour of the 31st anniversary of sacred independence of the fatherland and gave relevant instructions. 

Attorney General B.Atdayev reported on the work carried out for the reporting period to supervise observance of the legislation in force and practical measures implemented to improve the activity of subordinate structures for introduction of digital system and application of advanced experience. The report on fulfilment of the instructions given earlier by the President of Turkmenistan as well as on improvement of qualification of the personnel was also delivered.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces underlined that public prosecution bodies are given an important role in the strengthening of pillars of the democratic, law and secular state, maintenance of justice and peace. Proceeding from this, employees of public prosecutor's offices should take efficient measures of public prosecutor’s impact and exercise supervision over strict and uniform observance of laws and standard legal acts in Turkmenistan, President Serdar Berdimuhamedov said having given relevant instructions to the Attorney General.

Minister of Interior Affairs M.Khydyrov, who spoke further, reported on the results of the work carried out from the beginning of 2022 to prevent crime and observance of requirements for fire safety in all parts of the country. The head of MIA also reported on practical measures realized to regulate the traffic flow in the capital and regions and to observe road traffic rules.

Having summed up the report, the head of Turkmenistan pointed out that such responsible functions as implementation of measures for prevention and suppression of crimes and administrative violations as well as protection of public order are set before the given department. A special emphasis was made on the necessity to keep issues of ensuring fire safety, topicality of which grows especially in the summer period, always in sight. 

For faultless fulfilment of authorities, one should make use of more efficient methods and possibilities of advanced technologies, introduce the digital system and in accordance with this, constantly improve professionalism of employees of MIA, the Supreme Commander-in-Chief of the Armed Forces underlined having given the minister a number of concrete instructions.

Head of the Supreme Court G.Ussanepesov reported on the results of work for the January-May period of the current year, complex measures taken with a view to fulfil instructions of the President of the country for improvement of principles of justice and legal proceedings and strengthening of the potential of personnel. 

Having summed up the report, head of the state Serdar Berdimuhamedov stressed that a great role is given to the national judicial system as an efficient mechanism of state protection, which covers all spheres of legal regulation. The ensuring of the rule of law, justice and order, elimination of causes and conditions that lead to violations of the law act as priority tasks set before the given body, the Supreme Commander-in-Chief of the Armed Forces said, having given the head of the institution a number of instructions.

Further, Minister of National Security G.Annayev reported on the outcome of work carried out for five months of 2022 and practical measures implemented to protect achievements of sacred independence, ensuring of stable development of the fatherland, strengthening of economic power of the state and public consent and happy life of people. 

Having heard the report, President Serdar Berdimuhamedov noted that formation of the favourable public and political climate for further dynamic development of the country, counteraction against threats and challenges of time act as main tasks of the given department. For their successful implementation, one should improve the professional training of employees, who should be well versed in modern sciences and innovative technologies.

Head of the State Border Service Ya.Nuryev reported on the state of affairs under his supervision and measures taken for the January-May period with a view of enhancement of discipline, combat and humanitarian training of servicemen of the Border Service, to whom a responsible mission, defence of sacred borders of the fatherland, is entrusted.

The Supreme Commander-in-Chief of the Armed Forces noted that border guards strictly fulfilling their duties, should day and night, on the land and sea should ensure non-violability of state borders of the fatherland, which maintains and actively developing relations with all neighbouring countries and gave the head of the Service concrete instructions.

Further, Minister of Justice M.Taganov reported on the work carried out from the beginning of the year to prepare proposals on drafts of new laws and further all-round development of the national legislative basis, which is improved taking into account the advanced foreign experience and standards in force in world legal practice.

Having summed up the report, the head of Turkmenistan drew attention to the importance of in-detail study of need of development of standard legal acts called to serve a reliable basis for socio-economic development of the country for the near and long-term future. Developing on the significance of complex legal reforms under implementation, President Serdar Berdimuhamedov noted that one of its main tasks is implementation of generally accepted international rules and standards in the national legislation, having given relevant instructions to this end.

Further, head of the State Customs Service M.Khudaykuliyev reported on the successive measures realized for the designated period to improve the activity of the given service and work carried out at customs points as well as fulfilment of instructions given earlier by the Supreme Commander-in-Chief of the Armed Forces.

Having summed up the report, President Serdar Berdimuhamedov underlined a growing strategic role of Turkmenistan in the Eurasian continent as a key junction of transport transit corridors. The growth of volume of work requires more responsible approach to fulfilment of authority of the Service, the head of the state marked, demanding to keep the observance of rules of movement of goods and transport means through customs borders of the country in the focus of constant attention. In this respect, the head of the Service was instructed to ensure a strict control over fulfilment of relevant procedures in accordance with intentional standards and training of highly qualified personnel.

Head of the State Migration Service N.Atagarayev reported on complex measures taken for five months of 2022 with a view of efficient organization of activity of the given department as well as fulfilment of instructions given earlier by the President of Turkmenistan.

Having heard the report, the head of the state noted that one should actively introduce innovative methods and digital system and involve positive international practice in this sphere in the work of the given department like in all other security forces. Having defined priority tasks, set before the department, the Supreme Commander-in-Chief of the Armed Forces of the country instructed him to follow strictly the international obligations of Turkmenistan on issues of migration and attach foremost attention to the strengthening of qualification of personnel in the work of the Service. 

Further, addressing members of the State Security Council, President Serdar Berdimuhamedov underlined that based on the legal status of permanent neutrality, our independent fatherland develops friendly, goodly neighbourhood relations with countries and peoples of the world. The military doctrine adopted proceeding from these goals, bears a defensive character. Guided by provisions of the given strategic document, we will regularly improve structures of military and law enforcement bodies and strengthen the defence capability of the country.

The care of servicemen and members of their families also act as priority tasks, the head of Turkmenistan said, noting that the complex work carried out to rise their wellbeing, improve social and living standards and create wide opportunities for honest service and proper recreation will be further continued. 

At the end of the meeting, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country Serdar Berdimuhamedov wished the gathered sound health, wellbeing, great success in their responsible service for peaceful and happy life of our people.
