Yesterday, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet, at which priority issues of state life were discussed and drafts of a number of documents were considered.

Turning to the agenda of the meeting, the head of the state first gave the floor to Deputy-Chairman of the Cabinet of Ministers M.Muhammedov.

The Deputy-Chairman of the Cabinet reported on complex measures taken to modernize the budget system, to introduce international practice in national legislation and to use efficiently state funds.

In this connection, development of the state budget for 2023 planned for implementation of practical steps with a view of transition to the medium-term budget planning from 2025 and organization of management of the sphere in accordance with realties of the time was informed.

The information on preparation of the preliminary draft of the Resolution “On measures of improvement of budget activity in Turkmenistan“ aimed at fulfilment of tasks and requirements of the Budget Code of the country was also delivered. The documents stipulates the following: preparation of the budget for a three-year period, complex measures to strengthen the control over its fulfilment and improvement of management of the budget system and development of relevant standard legal acts in 2022–2024. In addition to it, it is proposed to set up a special state commission and approve its staff.

Further, the Deputy-Chairman of the Cabinet reported on the measures taken for development of the transport and communications sector on a complex basis, expansion of potentials of multimodal transportation and enhancement of quality of services rendered to population.

In this connection, the information on proposals on financing of construction of an international airport in the settlement of Jebel of Balkan region at the expense of attraction of funds from the Abu-Dhabi Fund for Development, Central Bank and the State Bank for Foreign Economic Affairs. 

Having approved the submitted proposal, the head of the state instructed the Deputy-Chairman of the Cabinet to keep fulfilment of marked plans under a strict control.

Further, Deputy-Chairman of the Cabinet Sh.Abdrahmanov reported on the draft of the Resolution on conclusion of the contract for fulfilment of specialized services to increase efficiency of wells of “Türkmennebit” State Concern.

According to the document, it is expected to conclude a relevant contract with the International Oil Service Company under the China Petrochemical Corporation.

Having heard the report, President Serdar Berdimuhamedov noted the importance of involvement of advanced practice widely in the sector for increasing oil production volume. Having signed the Resolution, the head of Turkmenistan sent it to the Deputy-Chairman online instructing him to ensure proper fulfilment of the given document.

Further, Deputy-Chairman of the Cabinet Sh.Abdrahmanov reported on the measures taken with a view of accelerated development of the Turkmen shelf of the Caspian Sea, in particular, the contractual territory of “Cheleken” on the basis of the Production Sharing Agreement. 

In this connection, proposals on conduction of relevant joint work with “Dragon Oil (Turkmenistan) Ltd.” Company were submitted. The terms of the contract to be signed between the company and “Türkmennebit” State Concern became a separate topic of the report. 

Having drawn the attention to the necessity of well-thought and complex approach to solution of all tasks standing in the given sphere, President Serdar Berdimuhamedov approved the submitted proposal instructing the Deputy-Chairman to continue to work in this area.

Further, Deputy-Chairman of the Cabinet A.Yazmyradov reported on the course of seasonal field campaigns in regions of the country as well as measures realized to improve capacities of agriculture and water supply.

The Deputy-Chairman of the Cabinet informed that proper work with profile specialists on issues of saving water resources in regions was held in places.

Having heard the report, President Serdar Berdimuhamedov demanded that the course of wheat harvesting campaigns should be kept under a strict control to ensure their completion within optimal terms and without loss.

The President of Turkmenistan also underlined the importance of introduction of water saving technologies widely, which will significantly raise the yield of crops per hectare and facilitate realization of the enormous potential of the national agro-industrial complex and gave relevant instructions to this end.

Further, Deputy-Chairman of the Cabinet Ch. Purchekov reported on the activities carried out to use economically profitable and ecologically clean renewable sources of energy in the country.

In accordance with Resolutions adopted by the President of Turkmenistan, on the margins of the measures implemented to ensure energy security and to create “green” energy“, organizational activities for construction of a multifunctional solar and wind power station with a capacity of 10 megawatts continue in the territory of Serdar district of Balkan region to supply consumers of populated areas, which will be created in the vicinities of the "Altyn asyr” Turkmen lake.

Deputy-Chairman of the Cabinet B.Atdayev reported on the work carried out to ensure the high level of participation of Turkmenistan in the World EXPO-2025. It was informed that the international forum "Designing Future Society for Our Lives" will be held in Osaka, Japan from April 13 to October 13, 2025.

In the context of organizational measures, carried out by the Japanese side, it is proposed to set up the national pavilion of Turkmenistan in the section "Expansion of Social Opportunities”. In this connection, it is planned to announce the contest among national profile companies for selection of projects of construction of the national pavilion of our country in the World EXPO-2025.

As the head of the state underlined, in designing the national pavilion of Turkmenistan, one should use unique solutions, which will reflect age-old traditions of national architecture.

Further, Deputy-Chairwoman of the Cabinet M.Mammedova reported on the upcoming creative events in July, the current year.

It is expected to hold final rounds of TV contest “Ýaňlan, Diýarym!” among young performers and regional rounds of the contest “Çalsana, bagşy!” among dutar players and bagshy musicians.

On July 7, it is planned to hold the bilateral meeting online to discuss organizational issues of the exhibition to be organized in honour of Turkmen culture and art in France in 2024. On the occasion of the Gurban bayramy, various cultural events will take place in Ashgabat and regions of the country. In this connection, the Deputy-Chairwoman submitted the relevant plan for consideration of the head of the state. 

Having approved the submitted plan, the head of the state gave relevant instructions to the Deputy-Chairwoman.

Further, the Deputy-Chairwomen reported on the draft of the Resolution “On granting a legal academic status to the Main Drama Theatre of Turkmenistan named after Saparmurat Turkmenbashi the Great and submitted it for consideration of the President of the country.

Having signed the submitted document, the President of Turkmenistan sent it to the Deputy-Chairwomen online and wished workers of culture and art new labour achievements for progress of our fatherland.

Further, Deputy-Chairman of the Cabinet S.Toylyev reported on organization of recreation of children and teenagers in the season of summer holidays. 

Children spend their holidays in recreation centres of children in Gökdere, regions of the country and Avaza national tourist zone.

Having heard the report, President Serdar Berdimuhamedov underlined the necessity of taking the most responsible approach to well-organized conduction of school vacations during the summer season. In this connection, the head of the state instructed him to ensure interesting and useful recreation for children and a strict control by the Ministry of Education and Ministry of Health and Medical Industry over cleanness and proper measures of safety in accordance with sanitary and epidemiological requirements. 

Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on preparation for the Sixth Summit of heads of Caspian states to be held in Ashgabat on June 29. In this connection, the relevant program was submitted for consideration of the President of Turkmenistan. 

Preparation for the Summit will be devoted to the meeting of ministers of foreign affairs of Caspian states to be held on June 28.

Having approved the submitted program and having made an emphasis on the importance of the upcoming Sixth Caspian Summit, the head of the state marked that Turkmenistan makes a weighty contribution to solution of priority issues on the Caspian.

Turkmenistan will further facilitate all-roundly the strengthening of brotherly and good neighbourhood ties between our countries, peoples of which are connected with age-old historical and cultural links, consolidation of the status of the Caspian Sea as sea of peace, friendship and cooperation. Touching on it, President Serdar Berdimuhamedov instructed the Deputy-Chairman, head of MFA to ensure the high level of the Ashgabat Summit called to give a new impulse to inter-governmental partnership, supplementation and worthy welcoming of high guests meeting the age-old traditions of Turkmen hospitality. 

Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the national system of electronic communications and their developers. 

In accordance with the Law “On information and its protection”, the drafts of the Regulations of the State register of national systems of electronic communications and the State register of developers of national systems of electronic communications were prepared.

Coordination of work in this sphere, according to the Regulations, is expected to be entrusted to “Türkmenaragatnaşyk” Agency of the Transport and Communications Agency under the Cabinet of Ministers.

The given documents aim at increase in the quantity of national systems of electronic communications in the country, their expansion and development for fulfilment of tasks proceeding from the state program for development of digital economy for 2021–2025.

One should pay close attention to further improvement and steady implementation of large-scale projects, Arkadagly Serdar noted and instructed the head of the Agency to take a detailed approach to the given issue and conduct in-detail analysis of work carried out in this area.

Further, director general of the Transport and Communications Agency under the Cabinet of Ministers reported on the measures realized to repair suction dredges used for deepening of water reservoirs and their cleaning from silts as well as construction of new ones.

In this connection, for consideration of the head of the state, a proposal was made to prepare the relevant draft of the work plan.

Having heard the report and having pointed out the significance of transport sphere in the steady growth of national economy, the President of Turkmenistan made an emphasis on the growing role of marine and river transportation both in the country and in the context of dynamic development of international transport routes.

Having been interested in functional features, technological and innovative points of construction of suction dredges, Arkadagly Serdar noted that attraction of advanced world practice, the latest engineering solutions and know how will facilitate to bring the national economy to the high marks by their quality and competitiveness.

Having underlined that today, Turkmenistan attaches a great significance for complex development and modernization of river infrastructure, the head of the state made an emphasis on the importance and timely solution of the issues connected with repair and construction of local suction dredges and instructed the head of the Agency to take concrete measures jointly with institutions of the agricultural sector for realization of marked plans in the given area.

A number of other issues on which relevant decisions were made, were also considered at the meeting. 

Concluding the online meeting of the Cabinet, President Serdar Berdimuhamedov wished its participants sound health, family wellbeing and great successes for the progress of our sovereign fatherland.
