Yesterday, President Serdar Berdimuhamedov has held a regular online meeting of the Cabinet of Ministers, which considered priority aspects of state policy and drafts of a number of documents.

Having announced the agenda of the meeting, the head of the state gave the floor to Chairwoman of the Mejlis of the Milli Gengesh G.Mammedova, who informed on the results of the working visit to Baku city of the Republic of Azerbaijan made at the initiative of the President of Turkmenistan for participation in the Conference of the Non-Aligned Movement (NAM) of Parliamentary Network on "Boosting the role of national parliaments in promoting global peace and sustainable development". Representatives of Turkmenistan took part in events and meetings held on the margins of the forum.

During the conference held in the Azerbaijani capital, the Regulations of organization of the activity of the Non-Aligned Movement (NAM) of Parliamentary Network and Declaration of the Baku Conference were adopted.

Within the framework of the visit to Baku, the meeting of the Turkmen delegation with the Chairperson of the Mejlis of the Republic of Azerbaijan, at which exchange of opinions of use of possibilities of parliamentary policy to maintain friendly interstate relations as well as exchange of practice in legislation, was also held.

Further, Deputy-Chairman of the Khalk Maslakhaty of the Milli Gengesh K.Babaev informed on a complex work for improvement of legal basis of the country.

A large-scale work is carried out to strengthen inter-parliamentary relations and to further enhance the role of cooperation in this sphere at international level. In this connection, it was informed that members of the Khalk Maslakhaty took part in 11th plenary sitting of the Parliamentary Assembly of Turkic-Speaking Countries (TurkPA) held in the town of Cholpon-Ata in the Republic of Kyrgyzstan on June 23-24. Within the framework of the visit, meetings with representatives of foreign parliaments were held and main topics of them included issues of interaction in the sphere of development of legislation and exchange of experience in the field of organization of international events.

President Serdar Berdimuhamedov noted the importance of use of positive experience of collaboration with the largest international organizations and parliaments of foreign countries.

Further, Deputy-Chairman of the Cabinet of Ministers M.Muhammedov reported on practical measures taken to bring systems of countering money laundering and combatting the financing of terrorism in compliance with realities of the time.

In accordance with the requirements of the new version of the Law of Turkmenistan “On countering money laundering and combatting the financing of terrorism and spread of weapons of mass destruction“ adopted in 2021 and with a view of successful realization of obligations proceeding from relevant international agreements of our country, it is proposed to create a relevant coordinating inter-departmental commission of heads of relevant ministries and sectoral departments as well as security forces.

Having heard the report, President Serdar Berdimuhamedov marked that the activity of the institution proposed to create, should aim at ensuring the functioning and enhancement of efficiency of the national system of countering money laundering and combatting the financing of terrorism on the basis of close cooperation of involved sides both at the inter-departmental level and in the format of work with relevant subjects. The solution of marked goals are called to facilitate not only legislative but also institutional changes in this sphere. Having approved the submitted proposal, the head of Turkmenistan instructed the Deputy-Chairman of the Cabinet to take necessary measures in this area.

Further, the Deputy- Chairman of the Government reported on concrete steps taken for improvement of system of standardization and certification of products. In particular, the information on the structure and goals implemented in the state experimental laboratory of “Türkmenstandartlary” Main State Service in Mary region.

In future, it is planned to create sections for test of furniture, metal, oil products and toxicology at the expense of conduction of structural changes in the structure of the given institution. In this connection, it was proposed to build a new building of the state experimental laboratory of “Türkmenstandartlary” Main State Service of Mary region and provide it with necessary equipment.

Construction and equipment of the new building for sections of “Türkmenstandartlary “ Main State Service in Mary region will give an impulse for development of the national system to ensure unification of measurement and modernization of its material and technical basis in accordance with international requirements, the head of Turkmenistan pointed out, giving the Deputy-Chairman of the Cabinet a number of concrete instructions.

Deputy-Chairman of the Cabinet Sh.Abdrahmanov reported on measures realized by “Türkmengeologiýa” State Corporation for discovery of deposits of drinking water.

As a result of hydrogeological exploration work carried out by specialists of the State Corporation in the territory of Turkmenabat city and Charjev district of Lebap region, deposits of drinking water with a total area of 130,8 square meters were discovered on the left bank of the Amyderya, in the field of Turkmenabat located on the banks of drainage systems of Boyrabap and Berzen and were registered as an underground field of “Turkmenabat”

The volume of reserves of the given field enables to ensure regular supply of the local population with clean drinking water.

Having heard the report, the head of the state marked that today, water diplomacy is one of the priority spheres of foreign policy of many countries, including Turkmenistan and being considered as the form of multilateral interaction, it opens opportunities for a systematic dialogue on the problems connected with formation and restoration of sources of water resources and their rational and reasonable use. In this connection, President Serdar Berdimuhamedov gave the Deputy-Chairman relevant instructions.

Further, Deputy-Chairman of the Government reported on steps taken for systematic strengthening of material and technical basis of relevant enterprises of the fuel and energy complex and submitted for consideration of the head of Turkmenistan the draft of the Resolution “On purchase of equipment and spare parts for Turkmenbashi oil refineries complex”.

Having heard the report, President Serdar Berdimuhamedov signed the Resolution and sent it online to the Deputy-Chairman of the Cabinet. Possessing an enormous energy potential, our country aims at complete modernization of the infrastructure of the fuel and energy complex and involvement of its potential and attraction of investment at full capacity.

Further, Deputy-Chairman of the Cabinet Ch. Purchekov reported on the work carried out for successful fulfilment of the tasks set before the industrial sector with a view of further strengthening of the economic potential of the country.

The information on the measures taken by the Ministry of Industry and Construction Production for construction of new enterprises and modernization of existing ones specialized in production of import replacing and export oriented goods as well as for creation of additional workplaces.

According to the Resolution on construction of industrial and production projects for 2020–2023, the list of construction of a number of production projects was defined by the Ministry of Industry and Construction Production.

The Deputy-Chairman of the Cabinet submitted for consideration of the head of the state proposals prepared by the outcome of the international tender already held for construction of workshops in regions of the country.

Having approved the submitted proposals, President Serdar Berdimuhamedov drew attention to the importance of formation of powerful construction industry in Turkmenistan fully capable to supply local customers with necessary import replacing high quality goods.

Further, the Deputy-Chairman of the Government reported on the measures taken for wide use of renewable and alternative sources of energy within the framework of realization of state electric power policy.

So, the relevant work for purchase of necessary equipment and materials for construction of multipurpose solar and wind stations in Serdar district of Balkan region and construction of a high voltage power transmission line was carried out.

The draft of the relevant Resolution was submitted for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov underlined necessity to use widely the opportunities of green energy and apply actively renewable sources of energy that will directly enable to increase the capacities of local power energy sector, modernization of which is given special attention in large-scale programs for socio-economic development of the country.

Having approved and signed the submitted Resolution, the head of the state sent the document online and instructed the Deputy-Chairman of the Cabinet to ensure a personal control over the course of implementation of the new important project called to ensure regular and reliable supply of customers with power energy in future settlements around the Turkmen lake.

Deputy-Chairman of the Cabinet B.Atdayev reported on the Plan of action for creation of the Turkmen-Uzbek frontier trade zone.

According to the Agreement between Governments of Turkmenistan and the Republic of Uzbekistan “On creation and regulation of work of the Turkmen-Uzbek frontier trade zone” of October 5, 2021, the Ministry of Trade and Foreign Economic Relations jointly with relevant structures carries out proper work in this area. It is planned to establish frontier trade taking into account modern international and regional practice of wholesale and retail trade.

Having approved the submitted Plan and having underlined the importance of work carried out in his area, President Serdar Berdimuhamedov gave the Deputy-Chairman of the Cabinet an instruction to this end.

Further, the Deputy-Chairman of the Cabinet reported on the state affairs in the construction of a shopping centre in the residential area of Choganly of Ashgabat city. It was informed that accomplishment of the adjoin territory of the given project is at its final stage.

Having summed up the report, President Serdar Berdimuhamedov made an emphasis on conduction of work for construction of a new shopping centre in Choganly residential area in accordance with modern requirements. Having noted expediency of naming the shopping centre “Guneshli”, the head of Turkmenistan underlined that the unique brand style of the new project should attract potential customers and gave the Deputy-Chairman of the Cabinet a number of concrete instructions.

Deputy-Chairwoman of the Cabinet M.Mammedova reported on the work carried out to develop tourism in Turkmenistan.

At present, about 70 private tourist agencies function in the country. The Ministry of Culture carries out realization of the state policy in this area. With a view of creation of modern national tourism industry, meeting the standards of tourism industries of developed countries of the world, growth of employment in sectors of private enterprises and expansion of their opportunities, a number of measures are envisaged to implement.

As was informed, it is planned to participate in international exhibitions to take place in Tokyo (Japan) and Miami (USA) in September, 2022 as well as the conference at the level of ministers of Caspian states for cooperation in this sphere between countries of the region to be held in Golestan province of the Islamic Republic of Iran in October, the current year.

In accordance with the state program, as well as with a view of popularization of the rich national historical and cultural heritage and discovery of the tourist potential of the country widely it is expected to hold an international conference in 2023.

Having heard the report and having underlined the significance of development of the national tourism industry and realization of its great potential, President Serdar Berdimuhamedov pointed out to the necessity of intensification of mutually beneficial relations of our country with foreign countries, exchange of experience between scholars and specialists in this sphere and record of the latest achievements in the health and recreation sphere.

Deputy-Chairman of the Cabinet S.Toylyev reported on preparation for the World Sambo Championship in Ashgabat in 2025.

As known, on June 18, 2019, the Resolution of the President of Turkmenistan “On organization of the World Sambo Championship in Ashgabat in 2020” was adopted and in accordance with it, necessary organizational work was carried out jointly with the International Sambo Federation.

However, due to break of the epidemiological situation in the world, the executive committee of the International Sambo Federation adopted a decision to hold the Championship in the Turkmen capital in 2025, which was explored and supported by the Ministry of Sport and the Youth Policy of Turkmenistan jointly with the National Federation of Martial Arts.

In this connection, it is proposed to create the organizing committee to hold this large international tournament at high level.

Having approved the submitted proposal, the head of the state underlined that the multi-aspect activity of principles of healthy lifestyle established in society and attraction of the growing generation to active practice of sports should be held with joint efforts of the Ministry of Sport and the Youth Policy and the National Federation of Martial Arts.

Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov before the report, on behalf of his colleagues and on his own behalf, sincerely congratulated the President of Turkmenistan with successful organization of the Sixth Caspian Summit in the course of which important decisions meeting common interests were adopted.

Further, the Deputy-Chairman, head of MFA reported on the measures taken to prepare for the past regular meeting of heads of littoral states. So, the day before the Summit, the meeting of minsters of foreign affairs of Caspian states was held.

In addition to it, the Deputy-Chairman of the Cabinet, head of MFA reported on the issue of preparation of proposals concerning the work and adoption of systematic steps with a view of practical implementation of agreements reached by the outcome of the Ashgabat Summit and initiatives of heads of Caspian states. Further, it is expected to send proposals for consideration of littoral countries by diplomatic channels.

Having summed up the repot, President Serdar Berdimuhamedov noted significance of the high-level five-sided meeting held in the Turkmen capital in the light of further strengthening and development of good neighbourhood, friendly relations between Caspian states, which meet the interest of common wellbeing and progress as well as thanked for congratulation with successful organization of the Sixth Caspian Summit.

Having expressed confidence that the outcome of the Ashgabat summit will become a worthy contribution to successful advancement of multilateral cooperation in the Caspian and will bring it to a qualitatively new level, President Serdar Berdimuhamedov approved the proposals made and instructed the Deputy-Chairman, head of MFA to continue further work in the given area.

Director General of the Transport and Communications Agency at the Cabinet of Ministers M.Chakyev reported on the draft of the Resolution on construction of the international airport in Jebel settlement of Balkan region.

With a view of enhancement of competitiveness of the local transport system the issue of conclusion of the agreement between “Türkmenhowaýollary” Agency and private enterprise “Gündogdy” on construction and accomplishment of the adjoining territory of the international airport complex with a discharging capacity of 100 passengers per hour in Jebel settlement of Balkan region was agreed in an established order.

Having signed the Resolution “On construction of the international airport complex in Jebel settlement of Balkan region”, the head of Turkmenistan sent the document online to the head of the Agency and gave him a number of concrete instructions.

Further, the Director General of the Transport and Communications Agency at the Cabinet of Ministers reported on the national domain “.tm”.

According to the Law of Turkmenistan “On legal regulation of development of internet network and providing internet services in Turkmenistan”, the national domain of high-level “.tm” is the state property and managed from the territory of our country.

The joint work will enable to create the necessary material and technical basis of “Türkmendomen” economic society and favourable conditions for independent management of national domain of high level.

In this connection, for consideration of the head of the state the proposal on conclusion of the investment agreement between “Türkmendomen” Economic Society and the relevant company was submitted.

Having heard the report, President Serdar Berdimuhamedov underlined that important tasks in the modern epoch of development and operation of internet network include expansion of an access to internet services, introduction of digital technologies, exploration and study of the best world practice in these areas.

The head of the state stated that for ensuring successful digital transformation it is necessary to regularly and steadily take measures in several areas, including in development of legislative sphere for regulation and expansion of the national network space and formation of infrastructural potential.

Speaking of significance of the work carried out to establish mutually beneficial cooperation with foreign partners in issues of national domain “.tm”, the President of the country underlined that Turkmenistan, which counts on innovative development, is deeply interested in attraction of the best world practice and advanced technologies, which foreign companies possess. In this connection, the head of the Agency was instructed to study in-detail once again the given issue and submit his proposals for consideration.

A number of other issues were also considered and important documents aimed at development of sectors were adopted at the meeting of the Government.

Having concluded the online meeting of the Cabinet, President Serdar Berdimuhamedov wished its participants sound health, family wellbeing and great successes in their work for progress of our sovereign fatherland.
