President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers at which some issues of socio-economic development of the country were considered.

Having turned to the agenda of the meeting, the head of the state gave the floor to Chairwoman of the Mejlis D.Gulmanova, who informed on the work carried out to further improve the national legal framework in the light of tasks outlined by the President of Turkmenistan in the meeting with deputies of the Mejlis of the seventh convocation and the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero Arkadag during the meeting with newly elected members of the Khalk Maslakhaty.  

At present, a number of bills and standard legal acts concerning spheres of the state and social life are developed.

At the instruction of the head of the state, a number of meetings were held in the Mejlis.

In the context of interaction carried out with international organizations Turkmen parliamentarians took part in meetings held by OSCE and UN. Representatives of the Mejlis were also seconded to Tashkent (Republic of Uzbekistan) for participation in the meeting organized by the Regional Environmental Centre for Central Asia.

With a view of explanation of tasks proceeding from the program speech of the President of Turkmenistan at the first session of the Mejlis of the seventieth convocation and state policy of independent neutral fatherland, deputies regularly appear in mass media. 

Having heard the information, President Serdar Berdimuhamedov noted that in accordance with tasks given by  Hero Arkadag at the recent meeting of the Khalk Maslakhaty, the Mejlis of Turkmenistan should take an active part in the work carried out making its worthy contribution to the development of the country, steadily modernize the legal framework regulating activities of state institutions, facilitate enhancement of efficiency of mechanisms of management of interaction in the Khalk Maslakhaty and Gengeshes in velayats, etraps and cities with local executive bodies as well as coordinate these steps with the Cabinet of Ministers.

Speaking of foremost tasks of the national parliament, the head of the state underlined that ministries and departments should hold proper work for timely adoption of standard legal acts proceeding from adopted laws. The Mejlis should formulate the legal basis of reforms envisaged in programs implemented in Turkmenistan, adopt legal acts aimed at enhancement of efficiency of sectors, and regularly improve laws in force.

In this connection, president Serdar Berdimuhamedov pointed out that guided by set tasks, the national parliament should take necessary measures for modernization of the legislation of the country according the requirements of the time.

Deputy-Chairman of the Cabinet of Ministers Kh.Geldimyradov reported on the state of affairs in the sphere he supervises as well as on the work carried out by subordinate institutions in the context of fulfilment of tasks outlined in the “Concept of development of digital economy in Turkmenistan for 2019–2025”. In particular, the information on practical measures taken for development of banking system as well as enhancement of qualification of specialists of the given sphere was delivered.

Having heard the report and having marked a successful dynamics in solution of tasks of the Concept of development of digital economy, head of the state Serdar Berdimuhamedov made an emphasis on importance of measures carried out in the given field with a view of optimization of activities of the banking sector and instructed the Deputy-Chairman of the Cabinet to continue work in this area.

Further, Deputy-Chairman of the Cabinet A.Begliyev reported on the work carried out by sectors under his supervision developing especially on measures taken to ensure regular supply of population with energy resources.

As was pointed out, with a view of enhancement of efficiency of work carried out in this direction and quality of provided modern services steady steps are taken.

Having heard the report, President Serdar Berdimuhamedov underlined significance of organization of ongoing work in accordance with requirements of the time and instructed him to further pay special attention to modernization of the material and technical basis of the sphere.

In connection with the above- mentioned, the Deputy-Chairman of the Cabinet was given a number of concrete instructions for regular supply of population with energy resources and enhancement of quality of provided services.

Deputy-Chairman of the Cabinet B.Annamammedov reported on the state of affairs in the spheres under his supervision, in particular, on measures taken for improvement of work of the Minister of Industry and Construction Production as well as subordinate organizations and enterprises.

As was marked, at present, proper work is carried out to bring the quality of goods produced by enterprises of the ministry in compliance with international standards and requirements of today as well as on fulfilment of tasks set before industrial and construction enterprises.

Deputy-Chairman of the Cabinet also informed that with a view of enhancement of efficiency of subordinate sectors and improvement of their structure it is planned to make alterations and additions to relevant documents.

Having heard the report, President Serdar Berdimuhamedov noted importance of large-scale work carried out in the country to develop the national economy.

Having underlined that for successful solution of issues of development of the industrial and construction sector one should take an innovative approach, strengthen the legal framework as well as regularly modernize the structure of enterprises and organizations of the given sphere, the head of the state gave the Deputy-Chairman of the Cabinet concrete instructions.

Deputy-Chairman of the Cabinet B.Atdayev reported on the work carried out to create the Turkmen –Uzbek trade zone –trade centre with a view of development of trade relations with neighbouring countries.

As was pointed out, according to the relevant Agreement, work is carried out at the first stage of construction of the trade centre near the border of Dashoguz –Shabat.

Having heard the report, president Serdar Berdimuhamedov marked that during mutual visits of government delegations of tow friendly countries there were reached a number of agreements, including the intergovernmental agreement on creation and regulation of work of the Turkmen-Uzbek frontier trade zone– trade centre. In his connection, the Deputy-Chairman of the Cabinet was given a number of concrete instructions.

The Deputy-Chairman of the Cabinet also reported on the work on joint activity of the enterprise “Turkmen-Uzbek trade house”. 

Having heard the report, the head of the state made an emphasis on necessity of intensification of foreign trade relations and significant expansion of mutually beneficial cooperation with neighbouring countries and gave the Deputy-Chairman of the Cabinet separate instructions to ensure successful fulfilment of work outlined in this area.

Further, Deputy Chairwoman of the Cabinet M.Mammedova reported on the course of realization of the State Program for 2022-2028 for the careful preservation of objects of the National historical and cultural heritage, their protection and study, attracting tourists to them for 2022–2028.

As was noted, at present, at historical and cultural monuments located in velayats of the country, archaeological excavations and restoration work are carried out successfully. So, among numerous kyarizes located around the oldest settlement of Paryz-depe there has been discovered a kyariz with unique construction.  In the fort of Abiverd, there were unearthed fragments of ceramic articles and in the fort of Dandanakan a concrete place of location of the mosque mentioned in written medieval sources. 

Having heard the report, President Serdar Berdimuhamedov pointed out that a definite work was carried out in the country to protect and restore historical and cultural monuments with a view to perverse them for succeeding generation and it testifies to the successful realization of the State Program for 2022-2028 for the careful preservation of objects of the National historical and cultural heritage, their protection and study, attracting tourists to them for 2022–2028.

In this connection, the head of the state underlined significance of the international conference “Main areas and potential of development of tourism in Turkmenistan “held in March of the current year and instructed the Deputy-Chairwoman of the Cabinet to intensify the work on protection, study and reconstruction of historical and cultural monuments of the country.

Deputy-Chairman of the Cabinet N.Amannepesov reported on measures taken for further development of national system of healthcare, improvement of health and prolongation of life expectancy of people.

As was informed, these steps are taken in cooperation with the World Health Organisation. Thanks to steady expansion of scale of health improving and preventative work, for recent years efficiency of diagnosis and treatment of various diseases has significantly risen in the country. 

Having summed up the report, President Serdar Berdimuhamedov drew the attention to priority tasks set before thee sector among which are modernization of national healthcare, its material and technical basis as well as active application of advanced work practice in improvement of public health.

Deputy-Chairman of the Cabinet, minister of foreign affairs R.Meredov reported on the outcome of the working visit of the delegation of Turkmenistan to the Swiss Confederation made on April 17-19 with a view of participation in a number of large international events.

Among them are the ministerial meeting of participant countries of the SPECA program within the framework of which there was held a meeting at the ministerial level of participating countries of the given program as well as the interactive dialogue between participating countries of the SPECA and UN European economic commission. Besides it, there was held a meeting with heads of resident representatives of countries in Geneva working within framework of SPECA and other countries, international and non-governmental organizations. By the outcome of the ministerial meeting, there was adopted a joint statement.

On the margin of the its visit the delegation of Turkmenistan on April 18 took part in the 70th session of UN EEC devoted to digital and “green” transformation. In the given context, there was informed large-scale purpose oriented measures taken in our country, including those ones of minimization of emission of methane and promotion of hydrogen energy as well as adherence of Turkmenistan to expansion of international partnership in the sphere was confirmed. The attention of participants of the session was drawn to presentation of Arkadag city, which as was noted, can become a successful example for practical introduction of digital and “green” technologies.

In addition to it, in the course of the visit, there were held bilateral meetings with the authority of divisions of the UN in Geneva, United Nations Economic Commission for Europe (UNECE), World Intellectual Property Organization (WIPO), world trade organisation (WTO), and International Migration Organization (IMO) and profile ministries of a number of countries.

In this connection, for consideration of the head of the state proposals aimed at further development of fruitful cooperation with important international organizations were submitted.

So, with a view of realization of constructive regional and global initiatives of the neutral fatherland it is proposed to carry out work on chairmanship of Turkmenistan in SPECA in 2024 and prepare a relevant concept.

It is proposed to hold in May of the current year a round table devoted to measures taken for digital and green transformation of national economy, expansion of cooperation in mass media and adjustment of partnership between Turkmenistan and Academy of World Intellectual Property Organization as well as WTO in a number of areas.

Having summed up the report, president Serdar Berdimuhamedov approved submitted proposals, having underlined that the strengthening and expansion of constructive cooperation with important international organizations and first of all, with UN act as one of the key elements of foreign policy of the fatherland.

Turkmenistan successfully interacts with UN and its specialized agencies in such priority areas as ensuring of regional and global peace, security and stability, economy and social sphere, achievement of sustainable development goals. One of the topical areas of this multifaceted partnership is digitalization and ecology where our country takes an initiative position steadily promoting digital and green technologies at national level.

Turkmenistan intends to further cooperate actively with all interested foreign partners both in the given areas and in a number of other areas, the head of the state said and instructed the Deputy-Chairman of the Cabinet, head of MFA to continue relevant work further on systematic complex basis.

Director General of the Transport and Communications Agency at the Cabinet of Ministers M.Chakyev reported on improvement of standard legal framework of subordinate sectors in accordance with realities of the time.

In particular, he reported on practical measures aimed further improvement of activity of railway transport, wide application of technologies of the latest generation in the service of passenger and cargo transportation and modernization of profile legal basis. 

Having heard the report and having noted a significant role of railway transport in the structure of the transport and communications complex, President Serdar Berdimuhamedov underlined importance of organisation of work of the sphere in accordance with modern requirements. In this connection, the head of the agency was given concrete instructions.

A number of other issues were also considered at the meeting.

Concluding the regular online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family wellbeing and great successes in their work for the benefit of prosperity of our sovereign fatherland.
