On June 21, 2023, a meeting of specialists of the TN VED (Commodity Nomenclature of Foreign Economic Activity) of the State Customs Service of Turkmenistan and the Federal Customs Service of Russia took place via video link, the purpose of which is to exchange experience in the field of classification of goods.

This meeting was organized as part of the Joint Action Plan for 2022-2024 to further deepen and expand cooperation between the State Customs Service of Turkmenistan and the Federal Customs Service of Russia.

Russian customs officers shared their experience on customs classification issues using the example of the Commodity Nomenclature for Foreign Economic Activity of the Eurasian Economic Union, spoke about the infrastructure for classifying goods in the FCS, about responsible departments and their functions.

The commodity nomenclature of foreign economic activity is a system for describing and coding goods, which is used to classify goods in order to apply measures of customs and tariff regulation, export customs duties, prohibitions and restrictions, measures to protect the domestic market, and maintain customs statistics. The legal basis of the Commodity Nomenclature for Foreign Economic Activity is the International Convention on the Harmonized System for the Description and Coding of Goods of the World Customs Organization.

Turkmenistan acceded to this Convention in accordance with the Law adopted by the Mejlis of Turkmenistan on March 16, 2023. And at present, the State Customs Service of Turkmenistan is carrying out purposeful work to improve the classification system of goods.
