Today, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, army general Serdar Berdimuhamedov held an extended off-site meeting of the State Security Council, which considered results of activity of military and law enforcement bodies of the country for 2023 and outlined priority goals  set before the given departments.

For discussion, the issues connected with maintenance of peace and security in our independent fatherland, improvement of the material and technical basis of security structures and further perfection of their work were also put on its agenda.

Secretary of the State Security Council, Minister of Defence B.Gundogdyev, who reported on the measures undertaken in the past year to strengthen defensibility of the country, power of the national army at the expense of modernisation of the material and technical basis of the Armed Forces, increase of professional training of military personnel and introduction of the digital system according to requirements of the time, was the first to take the floor.

Solution of issues of social character as well as results of annual planned work on transfer to the reserve and draft of citizens of Turkmenistan into military service was informed separately.

Having heard the report, President Serdar Berdimuhamedov noted importance of the adopted Program of development of the Armed Forces of Turkmenistan for 2022-2028.

At present, according to the military doctrine of independent, permanently neutral Turkmenistan, which bears a fully defensive character, program work is carried out  with a view of further strengthening defensibility of our state and modernisation of the national army.

Having focused the attention on importance of continuation of military reforms for increase of the power of the Armed Forces of the country, the head of the state underlined necessity of steady growth of level of training of military men and highly qualified specialists - true patriots of their native land.

Attorney General S.Malikgulyev reported on the activity carried out for 2023.

As was marked, measures on perfection of work of procuratorial bodies in accordance with the requirements of time as well as introduction of the digital system and advanced practice in them are taken.

Supreme Commander-in-Chief of the Armed Forces of the country, army general Serdar Berdimuhamedov announced the decision with the consent of the Mejlis of Turkmenistan to release S.Malikgulyev from the post of Attorney General of Turkmenistan for improper fulfilment of his official duties and low level of organisation of work of the Office of Attorney General.

Begmyrat Mukhamedov was appointed Attorney General of Turkmenistan.

Having given his solemn vow, B.Mukhamedov, having bent his knee, kisses the edge of the sacred national flag of our fatherland as a sign of fidelity to the military oath, eternal loyalty to his native land and readiness to stand self-denyingly on guard of peace and creative life of our people.

Having signed the Decree and having wished the new Attorney General successes in his work, President Serdar Berdimuhamedov underlined necessity of maintenance of strict control over execution of laws and rightfulness of legal acts as well as protection of the rights and freedom of our citizens.

The head of the state instructed him to continue work on strengthening of the material and technical basis of subordinated structures according to requirements of the time and improvement of living standards of employees of the Office of Attorney General.

Minister of Internal Affairs M.Khydyrov reported on results of the work carried out for the past year within the framework of maintenance of general order and prevention of offences in the country. He also informed on the course of modernisation of the material and technical basis of the department, maintenance of structural divisions with the latest technologies, counteraction of crime, observance of rules of fire-prevention safety and traffic and active introduction of the digital system.

Having heard the report, the President of Turkmenistan specified necessity to continue work on protection of general order, the rights, freedom and legitimate interests of citizens of the country and interests of society and the state.

Among major goals - perfection of activity of law-enforcement bodies for maintenance of public order.

The head of the state also emphasised necessity of adoption of effective measures on traffic safety and observance of fire prevention rules.

With a view of the further strengthening of the material and technical basis of law-enforcement bodies, it is necessary to continue maintenance of the department with modern technical and transport means.

The Supreme Commander-in-Chief of the Armed Forces of the country instructed to attach special attention to improvement of living standards of employees of the Ministry of Internal Affairs.

Chairman of the Supreme Court B.Khojamgulyev reported on results of activity of subordinate structures for 2023 as well as practical steps undertaken for realisation of the goals outlined in the Program of development of the judicial system of Turkmenistan for 2022-2028. As was pointed out, proper work is carried out to introduce the digital system and strengthen the material and technical basis of the department according to instructions of the head of the state.

Summing up the report, President Serdar Berdimuhamedov stated that today, complex measures, which include perfection of protection of the rights and freedom of citizens by the court and state and public interests protected by the law are taken to develop the judicial system of Turkmenistan.

- Consistent social and economic development of the country requires regular improvement of the judicial system and in this connection, it is necessary to continue making efforts for its further effective development, - the head of the state underlined.

Then, Minister of National Security N.Atagarayev reported on the activity of MNS for 2023 and concrete steps undertaken to maintain peace and security, which are an integral condition for successful implementation of goals of state development in the country.

Having heard the report, President Serdar Berdimuhamedov drew the attention to importance of continuation of work on maintenance of national security of the country aimed at protection of its territorial integrity, constitutional system, and stability in society and gave the head of the Ministry of National Security a number of concrete instructions.

Then, head of the State Border Service Ya.Nuryev reported on results of the work of subordinate divisions for the past year as well as consecutive steps taken according to instructions of the Supreme Commander-in-Chief of the Armed Forces of the country to modernise the material and technical basis of frontier units and to create appropriate conditions for service and life of defenders of our fatherland.

Summing up the report, President Serdar Berdimuhamedov noted that the state borders of independent neutral Turkmenistan is a stronghold of friendship with neighbouring and other countries, having underlined necessity of maintenance of its reliable protection, strengthening of the material and technical basis of the Service according to the adopted Program of development of the system of Frontier troops of the country for 2022-2028.

The Supreme Commander-in-Chief of the Armed Forces of the country-underlined importance of the work carried out to improve living conditions of military men of the State Border Service and members of their families and gave corresponding instructions to that end.

Then, Minister of Adalat M.Taganov reported on results of activities for 2023, in particular, measures undertaken to improve further the national legislative basis and apply actively the digital system. He also informed on the work carried out to provide legal aid to population and increase legal literacy of Turkmen nationalities.

Summing up the report, President Serdar Berdimuhamedov underlined importance of perfection of the national legislation, which is based on principles of justice, equality and humanism and should correspond to conventional norms of international law.

It is important to provide legality of adopted regulatory legal acts, their conformity to goals of development of the democratic, legal, secular state, Arkadagly Serdar underlined and gave the Minister of Adalat a number of instructions on perfection of organisation of the work in the given area.

Head of the State Customs Service M.Khudaykuliyev reported on the work carried out for the past year and the measures implemented to improve the activity of the Customs Service and apply advanced methods in its structural divisions.

Having heard the report, President Serdar Berdimuhamedov pointed out that as a result of development of national economy and expansion of foreign trade activities, year from year volumes of the foreign trade turnover of the country raise. With creation of new transit routes through the territory of Turkmenistan the transport-transit throughput of our fatherland constantly increases.

All it demands harmonious and reliable organisation of control at customs points, which are regularly provided with modern control-observation equipment. Using all these possibilities, it is necessary to carry out proper inspection of transport and the goods, the head of Turkmenistan underlined.

The head of the State Customs Service was also instructed to improve further process of fulfilment of customs procedures and services by means of the digital system according to requirements of the time.

Further, Chairman of the State Migration Service A.Sazakov reported on the results of the work carried out in 2023 and practical steps undertaken to create proper conditions for effective service of employees and to raise their qualification.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country underlined that our country becomes the centre of international conferences, cultural events and sports competitions.

- In this connection, important goals are set before the Service to provide high-quality services for people in the field of migration, - the head of the state said and gave him corresponding instructions.

Then, addressing members of the State Security Council, Supreme Commander- in-Chief of the Armed Forces of the country, army general Serdar Berdimuhamedov informed on his decision to confer military, special ranks and qualifying classes on some heads of military and law enforcement bodies, considering their personal contribution to the strengthening of independence sovereignty fatherland, security, public and legal order.

According to the Decrees signed by the President of Turkmenistan handed the distinguished awards to corresponding heads who took a solemn oath of fidelity to our people, fatherland and the President of the country.

Summing up the meeting, the head of the state noted that according to requirements of the Military doctrine, which bears a fully defensive character, regular measures for maintenance of high level of military security and integrity of our independent, permanently neutral state, strengthening of its defensibility as well as further improvement of living conditions of defenders of our native land and members of their families are undertaken, and this work will be further continued.

At the end of the meeting, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, army general Serdar Berdimuhamedov wished all its participants sound health, well-being and great successes in their responsible service for peace and happy life of our people.
