Yesterday, President Serdar Berdimuhamedov made a working trip to Akhal region, during which he got familiarized himself with the course of construction of the new modern administrative centre of the given region as well as held a visiting extended meeting of the Cabinet of Ministers.
Deputy-Chairman of the Cabinet Ch. Purchekov informed the head of the state on the course of the ongoing work.
Further, the President of Turkmenistan got familiarized himself with projects of buildings constructed in the territory of the new regional centre.
They included: draft designs of shops and consumer services centres which are to be located in the complex including seven-storey residential houses of 28, 56 and 42 flats, nine-storey residential houses of 54 flats, five-storey residential houses of 30 and 40 flats.
The attention of the head of the state was also drawn by the General plan and scheme of underground passages to be built in the new city.
Further, President Serdar Berdimuhamedov held here a visiting extended meeting of the Cabinet at which issues connected with the course and completion of construction of the new city as well as drafts of a number of documents were considered.
The first floor was given to head of the office for projects under construction of the Ministry of Construction and Architecture D.Orazov, who reported that the activities for erection of the new modern administrative centre of Akhal region are carried out according to the requirements of time.
The digital system and advanced information and communication technology are introduced in the new regional centre.
The head of the Office for projects under construction assured that all out efforts would be made for successful solution of the tasks set to fulfil construction of high quality and to complete it within the fixed terms.
Deputy-Chairman of the Cabinet Ch. Purchekov reported on the course of construction of the new modern administrative centre of Akhal region.
The Ministry of Construction and Architecture of Turkmenistan carries out a regular control over the quality of construction, observance of requirements of «Procedure for organization of measures of prevention of acute respiratory diseases at the sites of the country, at which civil and erection works are carried out».
Having heard the report and having expressed dissatisfaction with the quality of used materials and non-observance of terms of ongoing construction activities, President Serdar Berdimuhamedov demanded to take measures for acceleration of the pace and commissioning of projects into operation according to the fixed schedule.
The President of Turkmenistan also pointed out to the necessity of creation of all conditions for work and recreation of builders and workers employed at numerous sites of the new city.
Further, Deputy-Chairman of the Cabinet Ch.Gylyjov reported on the course of construction of the modern administrative centre of Akhal region.
It was informed that at present, erection of numerous projects is carried on. Among them is the building of the regional shopping complex to the order of the Ministry of Trade and Foreign Economic Relations, 132 residential houses, a shopping and entertainment centre and a hotel to the order of the Union of Industrialists and Entrepreneurs of Turkmenistan as well as 59 residential houses to the order of the khyakimlik of Akhal region.
Having summed up the report, President Serdar Berdimuhamedov made an emphasis on the importance of tasks set before the trade complex in the plan of further successful realization of social transformations in the country.
Deputy-Chairman of the Cabinet M.Muhammedov reported on the issues of financing of construction activities carried out in the modern administrative centre of Akhal region.
The report on the activities carried out according to the special Resolution of the President of Turkmenistan, purchase of equipment and materials used at the erection of projects in the new administrative centre of Akhal region was also delivered.
Along with it, the state of affairs at construction of projects of economic, financial and banking sectors was also reported. In particular, within the framework of the first stage 6 administrative buildings, including regional branch offices of the financial economic complex, Central bank, commercial banks «Daýhanbank», «Türkmenistan», «Halkbank», «Senagat» are constructed at a high pace.
Deputy-Chairman of the Cabinet S.Toylyev reported on the course of construction activities at the sites of education, science, healthcare, sports, social organizations spheres, which are built in the new administrative centre of Akhal region.
Today, the construction of sports and education institutions is carried out at a high pace there. Among them are 10 nursery schools for 320 children each.
Having heard the report, President Serdar Berdimuhamedov outlined the ensuring of all conditions for comfortable life, creative work and proper recreation of people that fully meet requirements of the new historical epoch and its high spirit as the most important tasks and noted that in this connection, special attention should be attached to social projects.
Having demanded to strengthen the control over the course of erection of buildings of the spheres of education, science, healthcare and sports, the head of the state commissioned the Deputy-Chairman of the Cabinet to take complex measures for digitization and introduction of new technologies by actively attracting students and teachers of higher educational establishments to this work.
Deputy-Chairwoman of the Cabinet M.Mammedova reported that at present, in the new modern centre of Akhal region construction and erection activities are carried out at a high pace at the sites of sphere of culture as well as two seven-storey residential buildings.
In the administrative building of the complex of culture and in the library technical work is carried out.
The construction and erection work continues in the Drama theatre.
The exposition sectors of the museum of Akhal region are accomplished in accordance with the presented requirements.
In the children’s and special schools of arts, interior furnishing and erection of engineering systems are carried out.
Installation of equipment in the Akhal equestrian circus continues.
Having summed up the report and having made an emphasis on the peculiarities of construction of cultural projects, including importance of their equipment with special technological facilities and modern functional systems, President Serdar Berdimuhamedov in this connection gave the Deputy-Chairwoman concrete instructions.
Having reported on the state of affairs at the construction of the new administrative centre of Akhal region, director general of the Transport and Communications Agency of the Cabinet of Ministers M.Chakyev informed the construction of the office building of «Türkmenaragatnaşyk» continues. Systems of cellular communication «Altyn Asyr», including transceivers 3G and 4G, as well as technologies GPON and IP-television are planned to be installed there.
«Türkmenhowaýollary» Agency carries out construction of two seven-storey residential houses of 28 and 56 flats.
The new administrative centre will be equipped with digital technologies and intellectual systems. With a view of realization of the conception of «smart» city, the target specification “Smart house” was developed and the equipment designated for payment of electricity, gas and water by digital system is expected to install.
Having heard the report, President Serdar Berdimuhamedov gave the head of the Agency concrete instructions to ensure the high quality of all planned work.
Deputy-Chairman of the Cabinet E.Orazgeldiyev, who supervises the agro-industrial complex, reported on the course of construction of the projects in the new modern administrative centre of Akhal region to the order of the Ministry and sectoral departments of the agricultural complex.
As was noted, on the basis of the order of the Ministry of Agriculture and Environmental Protection, the necessary work for timely completion of construction of the International higher educational establishment and a scientific industrial center for horse breeding is carried out.
Having heard the report, President Serdar Berdimuhamedov, having pointed out that one should ensure the high quality of construction activities, gave the Deputy-Chairman relevant instructions to this end.
Minister of Defence, Secretary of the State Security Council B.Gundogdyev reported on the measures aimed at steady increase of the living standards of defenders of the fatherland and members of their families, improvement of conditions of service of servicemen, which act as one of the priority areas of the military reform, implemented in the country.
At present, within the framework of the construction of the first stage of the new administrative centre of Akhal region, at a dynamic tempo construction of 9 modern buildings for regional departments of military and law enforcement bodies as well as 4 residential houses for the personnel of law enforcement bodies is carried out.
Further, addressing the participants of the meeting, at which reports of the course of construction of the administrative centre of Akhal region were heard, President Serdar Berdimuhamedov underlined that for our country this new city has a great political, economic and social significance.
With a view of completion of construction of projects within a short time, the head of the state gave Deputy-Chairman of the Cabinet Ch. Purchekov concrete instructions to attract additional workforce and increase in the number of specialists under the auspices of the Ministry of Health and Medical Industry.
Developing upon some issues connected with the design of the new city, the President of Turkmenistan commissioned director general of the Transport and Communications Agency of the Cabinet of Ministers M.Chakyev to take relevant measures jointly with Deputy-Chairmen of the Cabinet in this area.
As the head of the state further underlined, the new administrative centre of Akhal region is a new city with a digital platform. In this light, director general of the Transport and Communications Agency M.Chakyev and Deputy-Chairman S.Toylyev were commissioned to open here a centre to train specialists in the sphere of digitization and attract teachers and students of higher education establishments to this work.
Addressing the participants of the meeting, President Serdar Berdimuhamedov noted that construction of the new city comes close to completion. Now a very important part, second stage of its construction starts. It envisages accomplishment of the city and settlement of its residents. In this regard, one should solve a number of organizational issues. It concerns approval of projects and placement of various organizations, including government bodies as well as other issues.
As the head of Turkmenistan informed, with a view of timely fulfilment and coordination of relevant work, he has decided to establish the state committee for construction of the administrative centre of Akhal region. D.Orazov who works here from the very beginning of realization of the project as head of the office for projects under construction is appointed its head.
Having wished him success in his work, the head of the state signed the relevant documents.
Continuing the meeting, President Serdar Berdimuhamedov, addressing Chairwoman of the Mejlis of the Milli Gengesh G.Mammedova, touched upon the topic of choice of a worthy name for the future city, having stated expediency to bring this issue out to the nationwide discussion.
Further, having informed on a decision to set up a khyakimlik of the new administrative centre of Akhal region and to appoint Sh.Durdylyev its khyakim, the head of the state signed relevant documents.
Addressing Minister of Defence, Secretary of the State Security Council B.Gundogdyev, the President of Turkmenistan commissioned him to solve a number of issues together with heads of law enforcement bodies, including maintenance of a strict control over timely and high quality completion of construction of administrative buildings designated for military and law enforcement bodies by accomplishment of adjoining territories.
Having concluded the visiting extended meeting of the Cabinet, at which important issues were considered and a number of documents were adopted, the head of the state wished its participants sound health, family well-being and great successes in their work.
Then, bidding farewell to everyone, the President of Turkmenistan left the place of the event.
Here, it is appropriate to note that the start of realization of this large-scale project was given in April 2019 with participation of Hero Arkadag Gurbanguly Berdimuhamedov. The main principle here is creation of all necessary conditions for comfortable life of population in all respects. Thus, it will be a smart city, which will comprise all the best and progressive in itself.
In realization of this innovative project the main criteria of complex city planning program developed in Turkmenistan found their reflection and special attention in it is attached to active use of advanced world and national practice in the given sphere and application of unique architectural ,engineering and technical solutions as well as age-old traditions of national architecture. In addition to it, a priority significance is given to the ecological aspect as an inseparable part of wellbeing and public health.
The new regional centre will have 2, 5, 7 and 9-storey residential houses designated for 12 thousand 324 families.
Today, thanks to the steady realization of large-scale transformation programs adopted in the fatherland, a great impulse was given to socio-economic development of all regions of the country. Along with the capital, infrastructure of urban and rural areas are modernized completely and advanced technologies are introduced in regions. All this testifies to the visual evidence of results of implementation of the socially oriented policy in Turkmenistan with its main principle «State for people!».
Thus, in the near future at the foot of the Kopetdag there will emerge a wonderful city, which will become a visual symbol of the Revival of the New Epoch of the Powerful State, a resolute step of our independent neutral fatherland ahead on the path of creation and progress.
