Yesterday, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system, having discussed priority issues of state life and considered drafts of a number of documents.

Turning to the agenda, the head of Turkmenistan gave the floor to the Chairwoman of the Mejlis Milli Gengesh G. Mammedova, who informed about the ongoing work to improve national legislation aimed at further progressive development of all spheres of life of the state and society.

Chairwoman of the Mejlis Milli Gengesh congratulated the head of state and all Turkmen citizens on the adoption of the Law of Turkmenistan “On State Youth Policy”.

President Serdar Berdimuhamedov noted that the holding of the VII Congress of the Magtymguly Youth Organization of Turkmenistan and the adoption of the Law “On State Youth Policy” (in a new edition) are historically significant events.

Deputy Chairman of the Halk Maslakhaty Milli Gengesh K. Babayev informed about the work carried out to improve the country's legislative framework.

Members of the Halk Maslakhaty speak to the media, talking about the goals and objectives of the state youth policy, the historical reforms being implemented, and the legislative acts being adopted.

Deputy Chairman of the Halk Maslakhaty Milli Gengesh, congratulating President Serdar Berdimuhamedov on behalf of all members of the Halk Maslakhaty on the adoption of the Law of Turkmenistan “On State Youth Policy”, noted the historical significance of the next congress of the Magtymguly Youth Organization.

The head of Turkmenistan stressed that the forum, which has become an important event in the life of the country's youth, occupies a special place in further development of the state youth policy.

Then, Deputy Chairman of the Cabinet of Ministers Kh. Geldimyradov reported on the results of the work carried out on the privatization of a number of state-owned objects. In this regard, a report was made on the steps taken to improve the efficiency of state property management, develop small and medium-sized businesses and create an optimal business environment.

After listening to the report, President Serdar Berdimuhamedov noted that one of the priority vectors of the economic strategy is the implementation of fundamental reforms through the active introduction of efficient management methods, the formation of various ownership structures for the management of enterprises in the sectors of the national economy, and the gradual privatization of facilities.

Then, Deputy Chairman of the Cabinet of Ministers Sh. Abdrakhmanov reported on the measures taken to develop licensed oil-promising blocks onshore, to strengthen the investment attractiveness of the industry.

According to the Law of Turkmenistan “On Hydrocarbon Resources”, in order to carry out oil work and actively attract foreign investors to new projects in this area, it is proposed to create a special Commission composed of representatives of relevant government agencies to determine licensed oil-promising blocks on the land of Turkmenistan, as well as to conduct negotiations between State Concern “Turkmennebit” and interested foreign companies.

After listening to the report, President Serdar Berdimuhamedov emphasized that the full-scale use of the richest hydrocarbon resources of our country, attraction of investments in the industry contribute to the expansion of fruitful and mutually beneficial partnerships with foreign business circles that are interested in participating in joint projects implemented in Turkmenistan.

Further, the Deputy Head of Government reported on the steps taken to provide the State Concern “Turkmengaz” with the necessary equipment. It was reported that in order to repair existing installations and replace obsolete parts at a number of production facilities of the Directorates “Döwletabatgazçykaryş” and “Lebapgazçykaryş”, the purchase of relevant materials is necessary.

In this context, the draft Resolution “On the purchase of compressors and spare parts by State Concern Türkmengaz” was submitted for consideration by the President of Turkmenistan.

Having signed the Decree and sent it via digital system, President Serdar Berdimuhamedov addressed a number of specific instructions to the Deputy Prime Minister.

Deputy Chairman of the Cabinet of Ministers A. Yazmyradov reported on the preparations for the cotton harvest in the velayats, as well as on the progress of seasonal agricultural work.

Today, across the country, in compliance with agrotechnical standards, an important agricultural campaign has started - sowing winter wheat. Relevant work is being carried out to ensure the efficient operation of agricultural machinery used in the sowing campaign, as well as to provide producers with high-quality wheat seeds. A report was made on the practical steps taken to improve the water supply of land.

The Deputy Prime Minister addressed the head of state with a request to start the “white” campaign with the participation of elders respected by the people.

After listening to the report, President Serdar Berdimuhamedov noted that an important and responsible season begins in agriculture - the cotton harvest.

The head of state gave his blessing to start the cotton harvest in Akhal, Balkan, Lebap and Mary velayats on September 7th, and in Dashoguz velayat on September 14th, addressing the honorary elders with a request to start the harvesting campaign with the words “Bismillah!”.

“Let your Harmans be plentiful, courageous cotton growers!”, the President of Turkmenistan said, wishing the courageous farmers and all agricultural workers of the country good health, family well-being, great success in their work for the benefit of the further prosperity of our sovereign Motherland.

Deputy Chairman of the Cabinet of Ministers Ch. Purchekov reported on the fulfillment of the instructions given earlier by the head of state, in particular, on the ongoing work to reduce the level of groundwater and improve the rainwater drainage system in the city of Ashgabat.

In order to successfully fulfill the set objectives, in accordance with the relevant Decree of the President of Turkmenistan, work was carried out on the construction of a drainage and communication tunnel and wastewater treatment facilities.

In addition, at present, the construction of a complex of objects of mudflow protection facilities, which is being carried out in the southern part of the capital, is at the final stage.

The Vice Prime Minister also said that specialized specialists had prepared technical reports on determining the level of groundwater in the western and northern parts of the capital.

In this regard, a proposal to create a reliable drainage system was submitted for consideration by the head of state.

After listening to the report, President Serdar Berdimuhamedov emphasized the importance of the ongoing work to reduce the level of groundwater, which will improve the reliability of engineering and technical systems and comprehensively address a number of life support issues in Ashgabat.

Further, the Deputy Prime Minister reported on the results of the international tender for capital repair and restoration work at the state enterprise “Türkmendemirönümleri” of the Ministry of Industry and Construction Production and the purchase of necessary materials.

According to the results of the selection, the proposal of the economic association “Dost gurluşyk, söwda, önümçilik”, which is a member of the Union of Industrialists and Entrepreneurs of Turkmenistan, was recognized as the most acceptable.

In this regard, a proposal to conclude a relevant agreement with this business association was submitted for consideration by the head of state.

The Deputy Prime Minister also reported on the proposals prepared on behalf of the President of the country for the modernization of the new monument to Magtymguly Fraghi and the improvement of the surrounding area.

Work at the facility is scheduled to begin in September this year and be completed by the celebration of the 300th anniversary of the great poet and humanist of the East - in May 2024.

In this regard, a draft of the relevant Resolution was submitted for consideration by the head of state.

President Serdar Berdimuhamedov signed the document and sent it digitally to the Deputy Prime Minister, instructing him to keep the progress of work carried out at this important facility under strict control.

Deputy Chairman of the Cabinet of Ministers B. Atdaev reported on the ongoing measures to create conditions for the development of entrepreneurship.

As a result of the construction by members of the Union of Industrialists and Entrepreneurs in accordance with the “Program of the President of Turkmenistan for the socio-economic development of the country for 2022-2028”, production facilities are strengthening the role of the private sector in the national economy.

In order to fulfill the tasks outlined in this Program for the formation of economic zones, a proposal of the UIET on the formation of a new industrial zone in the Ak Bugday etrap of the Akhal velayat near the currently operating industrial zone was submitted to the head of state for consideration. It is planned to build enterprises for production of import-substituting and export-oriented products on this territory.

The implementation of the work identified in this direction is designed to promote the diversification of the national economy, increase the activity of the private sector, attract domestic and foreign investment, and increase the role of the entrepreneurial segment in the structure of the economy. With the commissioning of high-tech modern enterprises in the industrial zone, opportunities will be created to increase the export potential. The production of import-substituting products in the country will reduce the volume of imports. At the same time, the commissioning of new enterprises will contribute to the creation of more than 10,000 new jobs.

The measures taken by the state to support small and medium-sized businesses are aimed at ensuring high rates of economic growth and social progress through the intensification of entrepreneurial activity in the country, the head of Turkmenistan emphasized, instructing the vice-premier to continue work in this direction.

Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on the preparations for the International Conference “Independent Turkmenistan in the International Information Space”, presenting the relevant Action Plan for consideration by the head of state.

The forum, dedicated to the 31st anniversary of the country's independence, is held in order to widely popularize the achievements of the Turkmen state over the years of sovereign development and further fruitful interaction in the media with foreign partners.

During the conference, which will be held on September 5th together with the Ministry of Foreign Affairs of Turkmenistan, representatives of the State News Agency, the State Committee on Television, Radio and Cinematography, editorial offices of newspapers and magazines will discuss the implementation of international documents concluded with foreign colleagues, as well as plans for the future.

As part of the event, it is planned to organize an exhibition dedicated to the 31st anniversary of the country's independence.

After listening to the report, President Serdar Berdimuhamedov emphasized the importance of developing international cooperation in the field of media in order to popularize the achievements of sovereign neutral Turkmenistan, its peacekeeping policy, as well as to objectively cover the large-scale transformations taking place in the country, and instructed to hold an international conference at a high organizational level, giving in this regard, the Deputy Prime Minister specific instructions.

Deputy Chairman of the Cabinet of Ministers N. Amannepesov reported on the development by the Academy of Sciences of the projects of the State Program for the Comprehensive Development of Seismological Science in Turkmenistan for 2022-2026 and the Action Plan for its implementation.

In this regard, the draft State Program for the Comprehensive Development of Seismological Science in Turkmenistan for 2022–2026 and the Action Plan for its implementation were submitted for consideration by President Serdar Berdimuhamedov.

After listening to the report, the head of state focused on the importance of analyzing and intensifying scientific research in this topical area, taking into account the seismic activity of our region. The envisaged activities will contribute to the study of possible risks, and hence to the prevention of extensive environmental and man-made disasters, President Serdar Berdimuhamedov noted, drawing attention to the need for further improvement of work in this area. In this regard, the Deputy Prime Minister was given specific instructions.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the steps taken to develop cooperation between Turkmenistan and foreign partners, including authoritative international organizations, in the fields of education, sports and youth policy.

In this context, a number of proposals were submitted for consideration by the head of state, in particular, on strengthening the traditional partnership with UNESCO and its Intergovernmental Committee for Physical Culture and Sports (SIGEPS). As you know, our country was a member of this Committee in the period 2017-2021 and actively participated in its activities. In this regard, it is proposed to submit the candidacy of Turkmenistan for election to CIGEPS for the period 2023-2027, as well as to consider the possibility of holding in our country in the coming years the International Conference of Ministers Responsible for Physical Culture and Sports (MINEPS).

Along with this, proposals were made to expand cooperation with UNESCO in the scientific and educational field, to involve student youth in events held by this largest specialized agency of the United Nations.

In addition, the participation of the delegation of Turkmenistan in the work of the Global Summit dedicated to the issues of reforming the world education system, which will be held in New York on September 16-19 under the auspices of UNESCO, is planned.

In building up fruitful cooperation in the field of sports, great importance is attached to interaction with the International Olympic Committee (IOC) and the Olympic Council of Asia (OCA). In this context, a proposal was made for the participation of the delegation of Turkmenistan in the 41st General Assembly of the OCA, to be held in the city of Phnom Penh (Kingdom of Cambodia) on October 2-5 this year. It is also proposed to hold a regular meeting of the OCA Executive Committee in our country in the coming years.

Currently, new opportunities are being explored for developing partnerships with reputable international sports organizations, in particular, with the World Anti-Doping Agency (WADA). Appropriate steps are also being taken to include Turkmenistan in the International Federation of Sports Medicine. A fruitful nature is inherent in interaction in the field of physical culture and sports within the framework of the Commonwealth of Independent States, in particular, with the profile Council of the CIS. In this regard, relevant proposals were made to promote this cooperation.

At the same time, it is proposed to consider the possibility of holding regional and world-class sports competitions in our country in the period of 2023-2025.

After listening to the report, President Serdar Berdimuhamedov emphasized that, having identified the areas of education, sports and youth policy as one of the priority vectors of the state strategy, Turkmenistan also takes a proactive position in the development of fruitful cooperation in these areas in a bilateral and multilateral format.

President Serdar Berdimuhamedov instructed the Deputy Prime Minister and Foreign Minister to continue systematic work in these areas, which will serve to strengthen the status of an independent neutral Motherland as a center of constructive international cooperation in these important areas.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M. Chakiev reported on the measures taken to effectively implement the country's transport and logistics potential, further develop the profile infrastructure, increase mutually beneficial cooperation with foreign partners, and increase the volume of transit cargo transportation.

Summing up the report, President Serdar Berdimuhamedov emphasized that Turkmenistan, located at the strategic crossroads of transcontinental communications, strives to use the huge potential in this sector with maximum efficiency. Taking consistent steps to enhance fruitful international cooperation, our country puts forward constructive initiatives, making a concrete contribution to the formation of a multi-vector regional and global transport and communication infrastructure.

A number of other issues were also considered at the meeting, and decisions were made aimed at further development of industries.
