From 16-18 November 2022, the Border Management Programme in Central Asia (BOMCA 10) held a workshop in Ashgabat on strategic risk analysis for representatives of the law enforcement agencies engaged in the border management of Turkmenistan. The workshop aimed to familiarise participants with the principles and methodology of the Common Integrated Risk Analysis Model (CIRAM) used in the European Union (EU) and provided information on a systematic approach to data collection and analysis.

The workshop emphasised the strengthening of cooperation on strategic risk analysis by all agencies involved in the state border management system. A comparative analysis of Turkmen and EU best practices was carried out and recommendations for the implementation of a joint strategic risk analysis system were developed.

Strategic risk analysis is a key element for decision-makers at the strategic and political levels. Clear conclusions and recommendations made in joint strategic risk analysis are sufficient grounds for the allocation of finance and structural developments of law enforcement agencies. The EU member states possess broad experience in such cooperation and providing joint strategic risk analysis.
