Yesterday, President Serdar Berdimuhamedov held a meeting on the appointment of heads of ministries and departments.
Turning to the agenda, the head of Turkmenistan considered personnel issues of the financial and economic complex.
The President of the country announced his decision to appoint M. Serdarov Minister of Finance and Economy, as well as national coordinator of the European Union for international technical assistance from the Government of Turkmenistan and the Governor of the World Bank from Turkmenistan.
M. Serdarov, who then spoke, expressed heartfelt gratitude to the head of state for the high trust placed in him and assured that he would make every effort to successfully fulfill entrusted tasks.
After signing the relevant documents, President Serdar Berdimuhamedov addressed the newly appointed minister with a number of instructions, including on ensuring the sustainable development of the national economy and taking necessary measures to maintain macroeconomic stability. Priorities included systematic analysis of the proper use of production capacities in the industries and implementation of plans. Along with this, the head of state ordered to exercise strict control over the successful implementation of the State Budget for 2022, increase in revenues, timely and full payment of taxes, efficient use of budgetary funds, rational and targeted financing of expenditures.
At the same time, instructions were given to carry out appropriate work to develop small and medium-sized businesses, increase the efficiency of state capital investments, create favorable conditions for investment and business, and foreign direct investment. President Serdar Berdimuhamedov placed particular emphasis on the importance of further building up and strengthening cooperation with the United Nations, the International Monetary Fund, the World Bank and other international financial and economic institutions, having addressed a number of instructions on this matter.
Then the head of state, having announced that he had decided to appoint M. Sylapov as the Minister of Labor and Social Protection of the Population, Chairman of the Board of the Pension Fund, gave him the floor.
Expressing sincere gratitude to the President of Turkmenistan for high confidence placed in him, M. Sylapov assured that he would use all his knowledge and experience to successfully perform the tasks.
The attention of the head of the Ministry was also focused on the need to improve, in accordance with the requirements of the time, the existing regulatory legal acts in the field of labor relations, remuneration and labor protection, further strengthen the social protection of Turkmen citizens, and ensure comprehensive state support for citizens in need of special social protection. Accuracy should be observed in the calculations when assigning pensions and state benefits, the head of state continued, and having instructed to control the flow of deducted funds to the Pension Fund in full, wished the newly appointed minister success in his work.
Then President Serdar Berdimuhamedov announced his decision to appoint D. Tashliev as Chairman of the Supreme Control Chamber of Turkmenistan and asked about his work plans.
Expressing heartfelt gratitude to the head of state for high confidence placed in him, D. Tashliev assured that he would apply all his knowledge and abilities to fulfill the tasks facing this structure.
Having signed the relevant document, the President of Turkmenistan instructed the head of the Supreme Control Chamber to keep the implementation of the adopted programs and plans for socio-economic development of the country, the implementation of investment programs, timely construction and commissioning of large industrial and social facilities planned for 2022, and quality of construction works under constant control.
Then the head of Turkmenistan, informing about the decision to appoint M. Khodjagulyyev as the chairman of the Main State Service “Turkmenstandartlary”, asked him about the plans for the upcoming work.
Having signed the relevant document, the head of Turkmenistan drew the attention of the head of the Service to the importance of improving the activities of the Main State Service “Türkmenstandartlary” taking into account the annual growth in the country's produced and consumed goods.
Emphasizing the importance of simplifying the standardization procedure and issuing certificates, improving the quality of service, as well as providing the Main State Service with the necessary specialized equipment for laboratory testing of imported and domestic goods, President Serdar Berdimuhamedov wished M. Khodjagulyyev success in his work.
During the meeting, the head of state, having appointed D. Amanmukhammedov as chairman of the State Statistics Committee of Turkmenistan, said that he had decided to release him from the post of deputy minister of labor and social protection of the population and deputy chairman of the board of the Pension Fund.
Having signed the relevant document, the head of state instructed the new head of the State Committee, guided by economic theory, relevant standards and positive international practice in this area, to improve the methodology for calculating GDP and other macroeconomic indicators, speed up the revision of statistical reporting forms and work through digital systems, as well as organize management statistical reporting through a digital system.
In continuation of the meeting, the head of state, having approved T. Myalikov as chairman of the Central Bank of the country, as well as the governor of the International Monetary Fund from Turkmenistan and governor of the Asian Development Bank from Turkmenistan, said that he had decided to dismiss him from the post of Deputy Minister of Finance and Economy, inquiring how he plans to work in new positions.
Having signed the relevant documents, the head of state Serdar Berdimuhamedov noted that special importance should be attached to the sustainable development of the country's monetary and credit sphere, improving financial management, maintaining unchanged prices for goods, as well as constantly monitoring the increase in foreign exchange earnings, ensuring a stable exchange rate of the national manat and addressed a number of specific instructions to the head of the Central Bank, wishing him success in his new position.

Then, having appointed G. Agadjanov to the post of the Chairman of the State Concern “Turkmennebit”, the head of Turkmenistan announced his decision to release him from the post of Deputy Chairman of this State Concern and asked about his work plans in the new position.
Particular emphasis was placed on the need to keep the development of permitted reservoirs in the Turkmen sector of the Caspian Sea through foreign investment under strict control. In continuation of the meeting, the head of Turkmenistan announced that he had decided to appoint M. Roziev as the chairman of the State Corporation “Türkmengeologiýa” and asked about his plans for this position.

Head of State Serdar Berdimuhamedov, having signed the relevant Decree, drew the attention of the newly appointed leader to the key aspects of the forthcoming activities. As noted, given the sufficient natural gas resources in the country, prospecting and exploration and drilling should mainly be aimed at increasing oil reserves. Having instructed to continue effective seismic exploration in areas rich in hydrocarbon resources, to identify and develop new oil fields, to attach particular importance to the search for scientifically based solutions to increase groundwater and solid ore reserves, as well as on other issues in this area, the President of the country wished M. Roziev success in accomplishing the objectives.

Having signed the relevant Decree, President Serdar Berdimuhamedov noted that the modernization of the energy industry, one of the key sectors of the national economy, is of great importance in the implementation of large-scale state programs. In this regard, the head of state identified a number of priority tasks for the steady increase in existing capacities, including the implementation of projects for the development of renewable energy in Turkmenistan - due to wind and solar energy.
Then the President of the country announced his decision to appoint S. Yolamanov to the post of Chairman of the State Agency for Management of the Construction of Highways, asking about the work plans for this post.

Having signed the relevant Decree, President Serdar Berdimuhamedov outlined as the basic areas of work for the next 30 years the increase in the production of import-substituting textile products, the provision of the domestic market with high-quality, environmentally friendly and competitive goods, the expansion of the range of garments, leather goods and footwear.
Further, the President of the country spoke about the decision to appoint B. Charyev to the post of Chairman of the State Commodities and Raw Materials Exchange of Turkmenistan and asked about his plans for future work in this position.
The head of state gave a number of specific instructions for the further development of exchange trading and popularization of products manufactured in our country, as well as for the introduction of advanced technologies and international practices.
Then the head of state announced the decision to appoint O. Ishangulyeva the Chairman of the State Association “Türkmenhaly” and asked about her work plans in this post.
Having signed the relevant Decree, the President of Turkmenistan ordered to continue work to further expand the range of carpet products and enrich it with new carpet patterns, preserve the national color, meet demand in the domestic and foreign markets, strengthen the material, technical and raw material base of the industry in accordance with modern requirements.
Then the meeting was continued with the appointment of the leaders in the agro-industrial complex. The head of state decided to appoint A. Altyev as Minister of Agriculture and Environment Preservation.
The head of state signed the relevant Decree and gave specific instructions to the minister to implement the provisions contained in the program for the active attraction of private producers to the industry, increasing production and expanding the range of ecological food products, improving land cultivating culture taking into account local climatic conditions, and widely introducing science-based agricultural crops cultivation methods, having wished him success in work.
Then the head of state announced his decision to appoint G. Baijanov as the Director of the State Committee for Water Resources and asked him about his work plans in this position.
Having signed the relevant Decree, President Serdar Berdimuhamedov highlighted that in order to reduce losses in the country’s water accumulations, it is necessary to build isolated irrigation canals and pipelines, establish the production of equipment for drip irrigation, expand the volume of existing reservoirs, and continue building new pools.
Then the President of Turkmenistan, having decided to appoint A. Berdiyev as the General Director of the State Association “Turkmen atlary”, asked about his work plans in this position.
Having signed the relevant Decree, President Serdar Berdimuhamedov gave a number of instructions concerning the increase in the number of Akhalteke horses in the country, improving the breeding work, further popularizing Turkmen horses around the world, holding races, sports competitions, and the participation of the “winged” horses in international beauty shows.
Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev, expressing gratitude to the President of Turkmenistan for the appointment of the heads in industries and for his advice, assured that he would make every effort to improve the activities of these areas, strengthen food abundance, raise the level of crop yields, improve the ameliorative condition of lands, and organize the proper work of livestock complex.
