Yesterday, Chairman of the Halk Maslakhaty of the Milli Gengesh Gurbanguly Berdimuhamedov held a meeting with the participation of young people in the Congress Center of Turkmenistan, dedicated to priority issues of state youth policy, further improvement of national legislation in this sphere.
Addressing the audience, the Hero-Arkadag said that the draft Law on Youth, being an area of priority importance, is to be discussed. In the Revival Era of a New Epoch of a Powerful State, every day of the year, held under the motto “The Epoch of the People with Arkadag”, which will be inscribed in golden letters in the history of the Motherland, marked by important events and labor achievements.
The first article of the Law of Turkmenistan “On State Youth Policy” establishes special norms in this regard.
Then, addressing the audience and asking if there were any proposals in the context of the discussion of the draft Law on Youth, Arkadag Gurbanguly Berdimuhamedov gave the floor to the participants of the meeting.
The first Chairwoman of the Mejlis of the Milli Gengesh G.Mammedova, underlined that in the Era of the Revival of a New Epoch of a Powerful State, thanks to Arkadagly Serdar’s concerns about raising the living standard of the people, the Motherland is achieving new advances.
At the suggestion of the Chairman of the Halk Maslakhaty, the discussion of the draft Law “On State Youth Policy” was put on the agenda of the joint meeting of the Milli Gengesh of Turkmenistan, which is of great importance.
Then the floor was given to the Deputy Chairman of the Halk Maslakhaty of the Milli Gengesh K.Babaev, who highlighted that thanks to the implementation of the principle proclaimed by the Hero-Arkadag “The State is for man!” a high standard of human care has been created in our country.
Next, the floor was given to a 4th-year student of the Turkmen State University named after Makhtumkuli, studying in English language and Literature, Ogulbagt Kochieva.
Gurbanmyrat Byashimov, a 4th-year student of the Turkmen Agricultural University named after S.A.Niyazov on a speciality Agronomy, having spoken next, emphasized that every day of the year “The Epoch of the People with Arkadag” of the era of the Revival of a new epoch of a powerful state is marked by significant events, and today’s meeting has a deep meaning.
The student noted that all initiatives to develop youth entrepreneurship and create broad opportunities for the active participation of the younger generation in the social, socio-economic and cultural life of the country inspire young people to new achievements.
Then a 2nd-year student of the Turkmen State Institute of Economics and Management, studying in the direction of Economic Cybernetics, Yslam Amangulyev, spoke, who on behalf of the youth expressed his heartfelt gratitude to the President of Turkmenistan and Chairman of the Halk Maslakhaty of the Milli Gengesh for a happy life in a wonderful time of the era of Revival of a new epoch of a powerful state.
Today, important proposals have been made to provide support to young people who have graduated from vocational educational institutions, expand employment opportunities for secondary school graduates to obtain work experience, and improve their career guidance. The youth fully supports these initiatives, he noted. Amangulyev, assuring that, following the advice and instructions of the Chairman of the Halk Maslakhaty of the Milli Gengesh Gurbanguly Berdimuhamedov, all the tasks assigned to the younger generation will be fulfilled.
Then a 4th-year student of the Turkmen State Institute of Architecture and Construction, studying in the specialty Electric Drive and Automation of Industrial Installations and Technological Complexes, Khojadurdy Khojadurdyev, spoke. As it was emphasized, thanks to the unparalleled efforts of the Hero-Arkadag, the development of the construction and architecture industry as an integral part of the socio-economic transformations being carried out in our country is given priority attention.
As noted by H.Khojadurdyev, today Arkadagly Serdar continues the grandiose undertakings of the Hero-Arkadag with his knowledge-intensive creative activity. Currently, the construction of a modern administrative center in Akhal velayat is in full swing.
The speaker noted that the youth of the country fully supports the proposals of the Hero-Arkadag on the implementation of environmental projects and restoration of historical monuments, encouraging the interest of the younger generation in historical and cultural heritage and environmental protection by assisting in the development of the domestic tourism system.
Then the floor was given to the cadet of the 2nd year of the Military Institute named after the Great Saparmurat Turkmenbashi of the Ministry of Defense of Turkmenistan, studying in the specialty Management of Rescue Units, Bagtyyar Allovov.
B.Allovov highlighted that the sons of the Fatherland deeply respect the high patriotism of the Hero-Arkadag, his humanism and wisdom, which originates from the continuity of generations. The speaker expressed his heartfelt gratitude to the Chairman of the Halk Maslakhaty of the Milli Gengesh for the admonitions and advices given to the youth during today’s historic speech.
Thanking everyone for their speeches, Chairman of the Halk Maslakhaty of the Milli Gengesh emphasized the consistent work carried out in our country on patriotic education of young people. Modern kindergartens, secondary, higher and secondary vocational educational institutions are being built and put into operation.
In this regard, having created the 7th paragraph after the 6th paragraph of the 7th Article of this Law, to submit to the Cabinet of Ministers proposals for studying the issue aligned with the transfer of the powers of the Ministry of Sports and Youth Policy of Turkmenistan in the field of youth policy to the Ministry of Education of Turkmenistan in order to form erudite, educated, highly moral youth with a broad worldview who owns advanced technologies, is committed to national principles, as well as the development of a state mechanism for providing support to young people that meets international standards.
The Hero-Arkadag noted the expediency of adding, after the 16th paragraph of the 5th Article of the Law of Turkmenistan “On State Youth Policy”, the 17th paragraph concerning the expansion of the scope of educational work corresponding to national principles, having an agitation and explanatory nature, aimed at educating young people of great love for an independent Homeland, and a sense of national pride.
It is also advisable to add the 3rd paragraph after the 2nd paragraph of Article 23 of the Law, that is, additions related to supporting young people in participating in the implementation of environmental projects and restoration of historical monuments, stimulating their interest in historical and cultural heritage, environmental protection through the development of the domestic tourism system.
The introduction of paragraph 4 after the 3rd paragraph of the 7th sub-paragraph of the Law of Turkmenistan “On State Youth Policy”, as well as the development of a mechanism for the development of entrepreneurship among young people (if 75 percent of the employees of an enterprise established by entrepreneurs amount young people, call it a youth enterprise and provide benefits for state support of such enterprises).
It is advisable to introduce paragraph 7 after paragraph 6 of Article 35 of the Law of Turkmenistan “On State Youth Policy”, namely: to establish the procedure for preferential payment of income tax by young professionals who have just been hired after graduation in the first year of the period of employment in the amount of 50 percent, in the second and third years – 25 percent.
In addition, the Hero-Arkadag proposed to introduce paragraph 14 after paragraph 13 of Article 20 of the above-mentioned Law, namely: to study the issue of temporary postponement of military service with the condition of providing young people who have graduated from secondary school with a one-time opportunity to participate in entrance exams to higher and secondary vocational educational institutions in order to achieve continuity of education of young people and their referral to professional channel.
The final consideration of incoming proposals should be carried out in accordance with the national values of education, which have been improved over the centuries, passed down from generation to generation, as well as with the demands of our time.
Members of the Halk Maslakhaty and deputies of the Mejlis of the Milli Gengesh of Turkmenistan, representatives of public associations, having visited the most remote villages in the velayats and etraps of the country, should hold meetings with the participation of young people, honorary elders and workers on amendments and additions to this Law, taking into account their opinions, suggestions and wishes regarding further acceleration of the tasks of state policy in in the field of youth, as well as the analysis and modernization of relevant legislation. It will be expedient to submit these proposals to the Mejlis of the Milli Gengesh of Turkmenistan after their study, consideration and generalization by specialists of ministries and branch departments, experienced professors and scientists, Arkadag Gurbanguly Berdimuhamedov said.
Addressing the youth, the Chairman of the Halk Maslakhaty of the Milli Gengesh once again emphasized that the heart is the main organ for assessing the mental state and physical health of a person. Therefore, we must take up every task with a soul, so that the name of our courageous people rises all over the world, the glory of the Motherland, which is dearest to us, increases, and national values find a worthy continuation. This is your main task.
The Hero-Arkadag wished the younger generation good health, longevity, a happy and prosperous life, outstanding academic achievements and great success in work for the prosperity of the country, and also that our united people were accompanied by good luck in growth of the world authority of the independent Motherland.
