Customs bonded warehouse in Turkmenistan

   Customs warehouse is located at the International customs terminal which is in the north-eastern part of the capital of Turkmenistan, on the 16 kilometer bypass road. Anyone can use the services of customs bonded warehouse.

Overview

    Customs warehouse is the place where goods may be stored under the regime of customs warehouse. It creates favorable conditions for the participants of foreign economic activity.

Customs warehousing is one of a number of procedures, which allows the placement, and storage in customs warehouse of imported into the customs territory of Turkmenistan goods without payment of customs duties and taxes and without application of prohibitions and restrictions of economic nature, established by the legislation of Turkmenistan. Exported goods are stored in the bonded warehouse under conditions provided by the Customs Code of Turkmenistan. 

Goods placed under the customs regime of customs warehouse are stored in customs warehouses. Goods can be stored in the bonded warehouse for three years.

       Terms of placing goods under the customs regime

Under the customs regime of customs warehouse may be placed any goods, except the goods prohibited by the legislation of Turkmenistan. Under the customs regime of customs warehouse may be placed goods previously placed under other customs regimes.

Foreign goods may be placed in a customs warehouse for the suspension of customs regimes which not provide the release of goods for free circulation, including the customs regime of temporary import.

Construction and potentials of the new bonded warehouse

     Customs warehouse consists of a closed warehouse with area of 500 square meters and an open storage with area of 57 000 square meters. The warehouse is equipped in accordance with Article 176 of the Customs Code, and "Requirements for the arrangement and location of bonded warehouses", approved by the Order of the Chairman of the State Customs Service of Turkmenistan, №29 dated 26 January 2015, registered by the Ministry of Justice with №842 on February 18, 2015.

The supervisory customs authority

     Customs warehouse is located in the zone of the Ashgabat city customs. Imported into the territory of Turkmenistan goods which are placed in a bonded warehouse, are issued by "Ashgabat", " Beyik Serdar Yoly" and "Taze Galkynysh" customs posts, respectively, and exported goods by "Ashgabat demiryollary" customs post 

The legal basis for the placement of goods in a customs warehouse

Article 166-174 of the Customs Code, and the "Procedure for certain customs operations using the customs regime of customs warehouse", approved by order of the Chairman of the State Customs Service of Turkmenistan №29 dated 26 January 2015, registered by the Ministry of Justice of Turkmenistan №842 for February 18, 2015.

Operations performed with the goods placed under customs procedure of customs warehouse

Operation necessary to ensure the safety of goods in an unaltered state;

inspect and measure goods;

movement of goods within the customs warehouse;

sampling and sample the goods;

simple assembly operations;

breaking bulk;

formation of shipments;

sorting of goods;

packaging of goods;

repacking of goods;

labeling;

operations necessary for the improvement of commercial properties;

operations necessary for the preparation of goods for sale and transportation;

selling imported into the territory of Turkmenistan goods under customs control.

Comments

     Persons who temporarily import goods (equipment) into the territory of Turkmenistan for the purpose of suspension of the customs regime of temporary import may place the goods under the customs regime of customs warehouse. With the completion of the customs regime of customs warehouse the customs regime of temporary import is restored. This procedure is favorable for traders to save costs associated with customs duties, since placing goods in customs warehouse as they are not used in the territory of Turkmenistan for that period these goods are exempt from customs duties.

    Goods placed under the customs regime of export can also be placed in a customs warehouse for breaking bulk, forming shipments and export of goods in convenient for the customer or the carrier time. Thus there is no need for changes in the required documents.
