On July 16th the nineteenth meeting of the Mejlis Milli Gengesh of the sixth convocation was held on the digital system, during which a number of bills were considered, developed in accordance with the priorities of the state policy of the President of Turkmenistan Serdar Berdimuhamedov and a comprehensive program to modernize the legislative and legal framework of the country.

According to the agenda, the deputies considered the draft Laws of Turkmenistan “On e-government” and “On dog breeding and cynological activities”.

When discussing the document "On e-government", it was emphasized that this bill establishes the procedure for the operation of e-government and was developed to facilitate the implementation of the Concept for the Development of the Digital Economy in Turkmenistan for 2019-2025.

The speakers noted that the digitalization of public administration and public services is an integral part of the comprehensive development of the country.

The use of digital technologies makes it possible to increase the transparency of the activities of public authorities, to make them more open and at the same time accessible to citizens, the parliamentarians emphasized.

An interested exchange of views took place during the discussion of the draft law “On dog breeding and cynological activities”. As noted, in recent years, a lot of work has been done in the country to preserve the gene pool of the Turkmen Alabays, which, along with the Akhal-Teke horses, are the historical and cultural heritage of the Turkmen people.

In this context, the new Law is of great importance, which defines the legal, economic and organizational basis for the development of dog breeding and cynological activities and is aimed at protecting the gene pool of purebred dogs, including Turkmen Alabays. One of the goals of this document is to create conditions for regulating relations arising from the breeding and use of dogs.

In addition, the deputies considered the draft laws: “On Amendments to the Civil Procedure Code of Turkmenistan”, “On Amendments and Additions to Some Legislative Acts of Turkmenistan”, “On Amendments to the Law of Turkmenistan “On Courier Communication”, “On Amendments to the Law of Turkmenistan "On the Customs Service", "On Amendments and Amendments to the Law of Turkmenistan "On Combating Corruption", "On Amendments and Additions to the Tax Code of Turkmenistan", "On Amendments to the Customs Code of Turkmenistan", "On Amendments and amendments to the Law of Turkmenistan "On roads and road activities", "On amendments and amendments to the Law of Turkmenistan "On railway transport", "On amendments and additions to some legislative acts of Turkmenistan", "On amendments and additions to the Regulation on the honorary title of Turkmenistan "Ene mähri", as well as "On amendments to some legislative acts of T Turkmenistan".

The draft legislative acts submitted for consideration at the regular meeting of the Mejlis Milli Gengesh of the sixth convocation were unanimously approved and adopted.

In conclusion, the deputies expressed confidence that the above legal documents, having supplemented the current system of national legislation, will provide the necessary positive conditions for the further successful implementation of large-scale socio-economic and democratic reforms under the leadership of President Serdar Berdimuhamedov aimed at the progressive development of various spheres of life of independent neutral Turkmenistan.
