President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, which considered drafts of a number of documents and discussed priority issues of state life.

Chairwoman of the Mejlis D.Gulmanova informed on the work conducted by the national parliament.

As was informed, at present steps are taken for improvement of the current legislation of Turkmenistan. The bill on making amendments and additions proceeding from the Law of Turkmenistan “On the city of Arkadag” is also prepared.

With a view to explain widely the historical and political significance of the meeting of Khalk Maslakhaty which was held under the chairmanship of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdymuhamedov on April 20 and also creation of the Khalk Maslakhaty and its activity in velayats and the capital among the population forums were organised with participation of members of the parliament.

The information on results of the meetings with Ambassadors Extraordinary and Plenipotentiary of the Kingdom of Thailand and Georgia accredited to our country was also delivered. On the sidelines of strengthening of bilateral relations, the meeting with the Resident Representative of the United Nations Development Program in Turkmenistan was also held.

In addition to it, preparation for the Regional Central Asian forum “The role of neutral countries in strengthening of security, stability and dialogue within the framework of OSCE” planned for May 16 of current year in Ashgabat, which is held jointly with the Parliamentary Assembly of the Organization for Security and Co-operation in Europe and also the scientific-practical conference planned for May 17 on the occasion of Constitution Day and National Flag of Turkmenistan was also informed.

Speaking on importance of further improvement of the national system of legislation, President Serdar Berdimuhamedov underlined necessity of conduction of forthcoming events at a high organizational level.

Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the practical steps taken for fulfilment of instructions of the head of Turkmenistan on preparation of the draft of the Resolution on development of the state budget for 2024.

In the given document, concrete terms and procedure for providing estimations by ministries, sectoral departments and khyakimliks to develop the main financial plan of the country are outlined.

In this connection, for consideration of President Serdar Berdimuhamedov the draft of the corresponding document was submitted.

Summing up the report, the head of the state noted the importance of realisation of effective measures for preservation of a dynamical growth of branches and fulfilment of planned targets in all spheres.

Having signed the submitted Resolution and having sent it online to the Deputy-Chairman of the Cabinet, the President of Turkmenistan instructed him keep control over fulfilment of provisions of the given document.

Deputy-Chairman of the Cabinet A.Begliyev reported on the state of affairs in the complex under his supervision.

As was informed, consecutive measures are taken to strengthen the material and technical basis of manufacturing enterprises of the fuel and energy complex.

In the given context, for consideration of President Serdar Berdimuhamedov the draft of the corresponding Resolution was submitted.

Having heard the report and having focused the attention on importance of systematic modernisation of sectoral infrastructure, the head of the state signed the submitted document and sent it online.

During the meeting, President Serdar Berdimuhamedov released Deputy-Chairman of the Cabinet A.Begliyev from his post in connection with his transfer to another position. The head of Turkmenistan appointed B.Amanov to this post, having released him from the position of chairman of "Türkmengaz" State Concern. M.Babayev was appointed new head of the given State Concern.

Having signed corresponding documents, President Serdar Berdimuhamedov gave the floor to newly appointed Deputy-Chairman B.Amanov who, having expressed his gratitude for the rendered trust, assured that he would do his utmost with a view of successful solution of the tasks put before the sphere under his supervision.

Then, Deputy-Chairman of the Cabinet A.Yazmyradov reported on the course and paces of seasonal agricultural campaigns in velayats of the country.

As was informed, at present, in regions according to agro-technical standards care of cotton, in particular, irrigation, first inter-row cultivation and weeding of shoots, application of mineral fertilizers is carried out. Appropriate complex steps are also taken to obtain a rich harvest of wheat. The agricultural machinery and equipment are effectively used in the fields.

In addition it, measures for maintenance of full readiness of 152 grain reception points for the start of the harvest season are realised. In the current year, in the course of harvest it is planned to involve 2 thousand 62-combine harvesters. 417 repair and adjustment teams equipped with mobile workshops, necessary toolkit and motor transport were set up.

It was informed that in round-the-clock delivery of crop to reception points, elevators and storehouses 10 thousand 310 trucks would be operated. All conditions for comfortable rest of grain-growers are provided in field camps.

The information on the work carried out with a view of successful fulfilment of the plan on preparation of cocoons of silkworm also sounded.

Summing up the report and having made an emphasis on the course and dynamics of seasonal field campaigns, President Serdar Berdimuhamedov instructed him to ensure their completion at a high level and at established agro-technical terms and also properly to be prepared for the grain-harvesting season.

Further, in the meeting, the Deputy-Chairman of the Cabinet submitted to the head of the state the draft of the Resolution “On measures for organised conduction of wheat harvest in Turkmenistan in 2023”.

Having heard the report, President Serdar Berdimuhamedov underlined an important role of the agrarian sector in national economy. Having again noted necessity to use the best efforts for conduction of agricultural campaigns up to the mark and in optimum terms in the country, including ensuring the gathering of grain harvest without lost, the head of the state instructed him to hold corresponding issues under a strict control.

Having signed the submitted Resolution and having sent it online to the Deputy-Chairman of the Cabinet, the President of Turkmenistan instructed him to ensure appropriate fulfilment of the given document.

Deputy-Chairman of the Cabinet B.Annamammedov reported on the work carried out to further transform the architectural shape of the Turkmen capital, create optimum conditions for life, work and rest of residents of the city.

As was marked, during the Era of Revival of the New Epoch of the Powerful State as a result of the town-planning strategy realised under the leadership of the President of the country, white marble-coated Ashgabat confidently strengthens its position as a comfortable city for residing, the centre for organization of events of regional and international significance. The numerous objects constructed in different stages of development of Turkmen capital visually testify to it.

Having heard the report, President Serdar Berdimuhamedov underlined that providing the population with convenient housing acts as one of the basic priorities of the state policy of Turkmenistan.

Then, the Deputy-Chairman of the Cabinet reported on fulfilment of instructions of the head of the state on complex development of cities of the country, including Ashgabat as the model sample of application of original architectural solutions. In particular, the plan and sketch of the project of erection of new modern apartment houses, which have been agreed at an established order, were prepared.

Summing up the report, President Serdar Berdimuhamedov pointed out a special significance given to all-around development of the central city of the fatherland, its transformation into one of the most beautiful and comfortable megacities of the world.

Further, Deputy-Chairman of the Cabinet B.Atdayev reported on preparation for the events dated to the holiday of Turkmen carpet.

As was informed, on the margins of planned celebrations in the national museum of Turkmen carpet the awarding ceremony for foremost workers of manufacture, who for their big merits in development of national carpet making art, diligent, selfless work and professional skill the honorary title «Türkmenistanyň at gazanan halyçysy» will be conferred on May 28, will take place.

In Ashgabat, it is planned to hold the XXIII Conference of the World Association of Connoisseurs of Turkmen Carpet “Turkmen carpet - soul of the Turkmen” (“Türkmeniň halysy - türkmeniň kalby”) and also a concert of masters of art of the country.

Having heard the report, President Serdar Berdimuhamedov underlined that unique carpet making art, traditions of which throughout millennia were transferred from generation to generation, is a national property of Turkmen people. In this connection, the head of the state gave the Deputy-Chairman of the Cabinet a number of instructions on the organisation of all planned celebratory actions at a high level.

Deputy-Chairwoman of the Cabinet M.Mammedova reported on preparation for celebrations in honour of Constitution Day and National Flag of Turkmenistan, which is annually widely marked on May 18.

On the occasion of the significant date in the capital and velayats of the country it is planned to hold conferences, exhibitions, thematic meetings and other celebratory actions. In Ashgabat ceremonies of flower laying at the Monument to the Constitution and the Main Flag of Turkmenistan, a concert of workers of culture and art will take place.

Summing up the report, President Serdar Berdimuhamedov said that during the new historical epoch the Main Law and green Banner are an embodiment of sacred independence of the Fatherland, unity and cohesion of our people, its invariable adherence to ideals of peace, humanism and goodness. These firm principles find a visible embodiment in the home and foreign policy of Turkmenistan, which confidently goes on its chosen creative way.

Having noted a great significance of the holiday in consolidation of society, education of the youth in the spirit of patriotism and primordial values of the nation, the head of the state instructed the Deputy-Chairwoman of the Cabinet to ensure a high organizational level of preparation and conduction of all planned festivities.

Deputy-Chairman of the Cabinet N.Amannepesov reported on preparation for events on the occasion of completion of the academic year, City Day of Ashgabat and ceremony of "Last bell” for graduates of secondary comprehensive schools.

By tradition, the celebration will begin with flower laying at the Monument of Independence in the capital and monument to Berdimuhamed Annayev established at secondary school №27 in the village of Yzgant in Gokdepe etrap of Akhal velayat.

This day in all secondary schools of the country festivities will be held under the motto “Ýurdumyz berkarar, gadamymyz batly - Arkadag Serdarly ýaşlarymyz bagtly!”.

Memorable gifts on behalf of the President of Turkmenistan and National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag will be given to distinguished school leavers of secondary comprehensive schools.

On the evening of May 25 on the platform before the State Circus of Turkmenistan, it is planned to organise a concert of workers of culture and art. Festive events will also take place in all regions of the country.

Having heard the report and having drawn the attention to importance of conduction of the planned celebrations at a high level, in the atmosphere of special spiritual uplift and true joy, President Serdar Berdimuhamedov gave the Deputy-Chairman of the Cabinet and corresponding heads concrete instructions.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on results of the international exhibition and conference “ International transport-transit corridors: Interconnection and Development – 2023”, taken place in Ashgabat on May 3-4 of the current year.

It was informed that more than 800 delegates from 45 countries of the world took part in the forums, about 100 business meetings were held and 26 bilateral and multilateral documents were signed.

During meetings with heads and representatives of profile authoritative international organisations, foreign state structures, large companies the special attention was given to issues of participation of Turkmenistan in international agreements, development of transport-transit corridors, optimum involvement of national transport system.

Summing up the report, President Serdar Berdimuhamedov underlined significance of the above-named international exhibition and conference, having noted that its results will promote strengthening of productive cooperation, development of effective forms of partnership in realisation of important projects for creation of multi-choice transport-transit and logistical infrastructure and instructed the head of the Agency to continue complex work in the given direction.

Summing up the meeting, the head of Turkmenistan said that a number of topical issues today were considered, the documents aimed at development of branches of national economy were approved.

Having concluded the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and big successes in their work for further prosperity of our sovereign fatherland.
