On October 21, 2024, the State Customs Service of Turkmenistan held a remote seminar on improving the efficiency of the customs control system. Representatives of Customs and Tariff Bureau of Japan`s Ministry of Finance Kazumo Matsumoto and Taiki Natsumi presented their experience in applying the risk management system.
The first part of their presentation was devoted to brief information about customs administration in Japan. The speakers talked about the three main missions of Japanese customs, and the measures taken to facilitate trade procedures. In order to create more efficient customs clearance methods, the NACCS3 system (Japanese Automated Customs Clearance System) is used, which was put into effect in 1978 and plays a key role in achieving minimum customs clearance times. In 2003, the Japanese government introduced a single window system. In the second part of the presentation, Japanese colleagues shared their experience in organizing effective risk management at all levels of the customs service.
Participants received detailed answers to their questions on the risk management system during the seminar, became familiar with the legal basis for the application of the risk management system in Japan, and also studied effective methods for risk assessment, determining indicators and ways to minimize risks using their examples.
