In November 1996 in Ashgabat at the first meeting of the ministers of foreign affairs of the Caspian states the process of the formalization of the legal status of the world’s biggest landlocked water body – the Caspian Sea, began. Signed in November 2003 Framework convention for the protection of the marine environment of the Caspian Sea (the Teheran Conference) was the first five-sided document.
Teheran convention came into force on 12th August 2006. That day – 12th August – is marked in the region as the Day of the Caspian Sea.
Summits of the Heads of the littoral Caspian States provided a powerful impulse for the negotiation process.
At the Five Caspian Summit on 12th August 2018 in Aktau, the Republic of Kazakhstan Presidents of the Caspian states adopted a communiqué. That document reflects the initiative of President of Turkmenistan Gurbanguly Berdimuhamedov to hold first Caspian economic forum in 2019 in Turkmenistan. The given event was meant to become a vital link in the process of executing the arrangements and further strengthening of the cooperation in the Caspian Sea.
For the opening of the first Caspian economic forum remain two days. International platform of this Forum is very important for further development of multidimensional cooperation between coastal states and all interested parties. It is expected that discussions about the role of the economy of Caspian region in global scale, about increment of investments to industry, energy, trade, tourism and other branches will be held under the Forum. It will open new capabilities for establishment of beneficial business contacts taking into account near and long-term perspective.
Undoubtedly, coming Forum will also support to the exchange of the views on practical implementation of interstate agreements on cooperation in trade and economic sphere, transport section, which have been signed by the outcomes of the V Summit of the Heads of Caspian States.
President Gurbanguly Berdimuhamedov highlights that Caspian basin is very important strategic region that has significant resource, including energy, transit and transport potential.it provides special importance of development of coordinated partnership, which is based on common legal standards, mutual respect and optimum balance of interests of all participants.
